POSITION SUMMARY

Under the general direction of the Post-Award Manager, the Lead Grants Analyst serves as the prime

contact and provides lead work direction to other professional or administrative staff with matters of

significant and unique complexity relating to the fiscal, administrative and regulatory management of

grants, contracts and sponsored programs. This position works closely with the Post-Award Manager,

and serves as back-up during absences or as needed.

Examples of Duties


ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:

  • Provides post award administrative support including, account establishment, expenditure approvals, financial detail and reporting requirement information. Monitors for allowability on contracts, internal controls and compliance management.
  • Participate in award set-up meetings with the principal investigators and pre-award Sponsored Programs Office to gain a full understanding of the criteria and requirements necessary to manage each award.
  • Assists Post-Award Manager with the development and implementation of post-award operational and administrative policies.
  • Enter journal entries and budgets and coordinate monthly analysis of variances in indirect cost allocations.
  • Oversee staff invoicing and reporting to ensure timeliness and accuracy.
  • Facilitate Post Award open office hours, training and workshops for the department and campus community.
  • After evaluating a wide variety of financial and administrative issues, formulate alternative solutions and make recommendations for changes.
  • Advises Principal Investigators (PIs) and project administrative support on specific agency requirements and guidelines to assist in the financial and compliance oversight of the sponsored research projects.
  • Ensure compliance with Federal regulations, University and Corporation policies, and other contractual requirements.
  • Oversee distribution of financial reports to Principal Investigators and other responsiblepartiesas needed/requested.
  • Monitor over/under-spending on projects and notify responsible parties of any issues.
  • Assist with agency and accounting audits of grants and contracts and the preparation of the annual HERD survey.
  • Develops and administers training to Post Award Staff and provides guidance to Post Award staff as the need arises.
  • Supports hiring, training, motivating, and evaluating staff members.
  • Supports developing, implementing, improving, and enforcing, policies, and department controls to increase accuracy and efficiency.
  • Coordinate with various campus departments regarding documentation of sponsored projects and make sure departments are processing such documents appropriately.
  • Assist and serve as the back-up to the Post-Award Manager as needed.



OTHER FUNCTIONS

  • Promotes and maintains an atmosphere of excellent internal and external customer service and positivity within the accounting department and the campus community.
  • Assists in other areas of Auxiliary Accounting as needed.
  • Performs other duties as assigned.

    • 95% remote/5% in office - following the initial training period.
    • Position location may change based on CSU expectations and department needs.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of financial record-keeping methods, procedures, and practices. Working knowledge of governmental accounting methods and related laws, rules, and regulations. Technical and working knowledge of government regulations, cost principles and administrative requirements applicable to contracts and grants, including, but not limited to, FAR, CFR, and other research compliance requirements. Knowledge of and ability to apply appropriate regulations to specific grants. Familiarity with F&A costs, assessing these costs, and verifying F&A cost rate calculations. Ability to analyze and interpret accounting data, and prepare clear, accurate financial reports. Ability to utilize problem-solving techniques in finding solutions to complex problems. Ability to understand, interpret, and apply applicable rules, regulations, policies, and procedures. Ability to make sound decisions and recommendations regarding grant budget activities. Ability to communicate effectively, both orally and in writing. Ability to set priorities and meet deadlines. Ability and dedication to providing high quality customer service. Ability to work collaboratively with University and Auxiliaries staff, faculty, students, and external constituent groups. Demonstrated skill and ability to train, provide direction, and supervise staff.

SPECIALIZED SKILLS

This position requires a significant emphasis on customer service, financial monitoring, forecasting, understanding, interpretation of complex federal regulations, and internal policies and procedures. Experience with personal computers including word-processing, spreadsheet, databases, querying software, and email applications. Demonstrated experience that clearly provides evidence of the knowledge and skills required to perform each essential duty satisfactorily. The requirements identified above are representative of the knowledge, skills and/or abilities required.

Qualifications


MINIMUM QUALIFICATIONS

Education and Experience:

Equivalent to a Bachelor's degree and 5 years of contract and grant administration or work experience at an institution of higher education? or equivalent combination of education and experience.

DESIRABLE QUALIFICATIONS

  • Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence.
  • Working with Federal/State grants and contract administration preferably in Higher Education and knowledge of Federal/State grants and contract regulations, highly desirable. Experience using PeopleSoft and supervisory experience is preferred.

The hourly hiring range for this position is $85,000 - $90,000. Classification: Grade 7, Staff. This is an exempt position and as such not eligible for the overtime provisions of the Fair Labor Standards Act.
