Associate Director, Post-Award Administration and Compliance
Overview
Situated in the Office of Government Sponsored Projects on the Development team, the Assistant Director, Post-Award is responsible for overseeing all operational post-award functions for the Carnegie Museums of Pittsburgh (CMP). The position requires the application of a broad knowledge of principles, practices, and procedures in sponsored projects post-award administration and compliance. In addition to serving as the post-award Authorized Organizational Representative the Assistant Director, Post Award Administration is responsible for advising the development team and Principle Investigators (PIs) on pre-award and application compliance matters; contract negotiation and acceptance; PI support; budget advisement; reporting; subawarding; compliance and monitoring; prior approval requests and post-award changes; knowledge and data management; and audit support.
Qualifications
Education and Experience:
- Bachelor’s degree in a relevant area and a minimum of 5 years’ progressive experience, preferably in a nonprofit environment, required. Master’s degree preferred.
- Experience in budget development.
- Experience in subcontract administration and monitoring.
- Experience in personnel time and effort reporting is desirable.
- Familiarity with the FAR, IRB, IACUC, Raiser’s Edge, Financial Edge, and CITI is desirable.
- Certified Research Administrator or Certified Financial Research Administrator credential is desirable.
- Experience with post-award financial management is a plus.
- Familiarity with Pennsylvania’s Redevelopment Assistance Capital Program is a plus.
Knowledge, skills, and abilities:
- Extensive knowledge of the federal Office of Management & Budget (OMB) Uniform Guidance as pertains to the post-award management of sponsored projects, including grants, contracts, and cooperative agreements is required.
- Working knowledge of state, local and sponsor regulations, policies, and guidelines is required.
- Ability to work independently and as a team member, research and resolve problems, meet deadlines, and follow through on assignments with minimal direction.
- Independent judgement, strong organization and communications skills, and customer service focus across broad and divers subject areas.
- Prior grant funding experience, budget experience, and compliance experience.
PHYSICAL REQUIREMENTS: Work is primarily sedentary in nature; no special demands are required.
ESSENTIAL FUNCTIONS AND Accountabilities
- Advises Development, PIs, museum finance, and controller’s office staff on pre-award/application compliance matters.
- Interprets regulations and guidelines as requested.
- Maintains working knowledge of funder-specific regulations and requirements for funders including, but not limited to: National Science Foundation, United States Fish and Wildlife Services, National Endowment for the Arts, National Endowment for the Humanities, Allegheny Regional Asset District, Redevelopment Assistance Capital Program, National Air and Space Administration, Pennsylvania Department of Community and Economic Development, among others; monitors changes in policy.
- Maintains complete working knowledge of all CMP government grant agreements, which total approximately $10-13 million at any given point in time, and government contracts.
- Conducts routine compliance reviews of grant-funded projects and subrecipient activity.
- Provides grant project staff with grant management and compliance training.
- Assists in preparations for external monitoring visits, reviews, and audits, and cross-site evaluations and participate as appropriate/necessary.
- Advises on foundation and/or corporation agreement compliance on an as-needed basis
- Monitors changes in sponsor policy and liaises with HR, Legal, and Finance teams to update internal policies annually and/or as needed; manages required trainings and tracks compliance with requirements.
- Advises Development, museum staff, and PIs regarding Institutional Review Board (IRB) and Institutional Animal Care and Use Committee (IACUC), and other requirements.
- Reviews contracts/agreements to ensure CMP’s ability to comply with terms and conditions; communicates terms and conditions to PIs and relevant museum staff; liaises with CMP internal counsel as needed to ensure compliance with contracts and agreements.
- Leads award-specific grant management trainings for all PIs and relevant museum staff; provides ongoing guidance in interpreting and executing applicable regulations/award terms and conditions and post-award changes.
- Serves as internal liaison to program staff in their roles as they relate to grant compliance, terms and conditions, procurement, subawarding, etc.
- Manages programmatic reporting for funded awards as requested and assigned.
- Advises financial management teams in interpreting and executing sponsor regulations related to budget spend-down, reimbursement requests, budget revisions, etc.
- Provides ongoing guidance in interpreting and executing applicable regulations and award terms and conditions and post-award changes for both CMP and subrecipients.
- Oversees all subawarding activity from agreement through implementation.
- Prepares written prior approval requests on behalf of PIs for internal approval/documentation and submission to sponsors (i.e., extension requests, budget revisions, scope of work/key personnel changes, etc.); submits post-award change requests in accordance with sponsor guidance.
- Maintains comprehensive working knowledge of and records for all CMP government grants, totaling $13M at any given time, agreements/contracts, and post-award changes.
- Assists in preparations for external monitoring visits, desk reviews, audits, and evaluations and participates as appropriate/necessary.
- Other duties as required and assigned.
