POSITION SUMMARY: Under the general direction of the Controller, the Post Award Manager oversees and directs the work of the Post Award staff to ensure compliant financial management of University Corporation's sponsored project activities. The Manager provides problem resolution, guidance and training for comprehensive sponsored and non-sponsored award management, compliance, and reporting. The Manager interprets the regulations and guidelines of multiple sponsors and funding agencies with complex and broad award requirements to ensure accurate and timely financial oversight and reporting, leading efforts to balance minimization of compliance risks with the Corporation's goals and mission.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES include. but are not limited to. the following:

 

 

 

  1. Oversee and direct Post Award personnel, including recruiting, selecting, training, scheduling, development, and performance evaluation, recommending merit salary increases and disciplinary action, as required.
  2. Oversee all audit and compliance functions related to the accounts for which Post Award is responsible (i.e., sponsored projects, service centers, and other sponsored accounts), including policy and procedure development and review, regulatory compliance, and audit coordination.
  3. Oversee and responsible for prudent cash management of Post Award accounts which include invoicing and drawdowns to maximize cash flow within regulations and accounts receivable collection follow-up.
  4. Oversee the fiscal and accounting analysis and compliance review of sponsored project, service centers, and other sponsored accounts
  5. .Oversees post award operations from notice of award and initiation of projects through contract completion and closeout. Oversees preparation of financial reports and billings for sponsored projects; monitors compliance with applicable terms and conditions and policies and procedures. Interfaces with Sponsored Programs Office (Pre-Award), Principal Investigators, and sponsors to ensure terms and conditions are acceptable to the Corporation.
  6. Partner with Sponsored Programs Office (Pre-Award) to visualize and improve policies and processes. Assess customer business needs and formulate recommendations.
  7. Responsible for monitoring federal, state, local and agency regulations and assuring that Corporation sponsored project policies and procedures are compliantly managed.
  8. Responsible for the coordination, submission, and acceptance of the Corporation's Facilities and Administration Rate.
  9. Responsible for departmental policy development and review, as well as testing of post award administration processes and procedures, including but not limited to time and effort reporting, cost sharing documentation and reporting, certification of compliance requirements, and sub-recipient monitoring.
  10. Develop, recommend, and implement approved Corporation policies and procedures relating to the post award administration of sponsored projects, ensuring that work processes are efficient and such programs are compliant with applicable federal, state, sponsor, Corporation, university and CSU system regulations.
  11. Serves as primary liaison to coordinate and respond to audits: single audit, NSF audit, CSU audits, risk assessments, and other sponsor inquiries. Develops corrective action plans to address findings and management recommendations, and ensures that such plans are documented, implemented, and regularly reviewed.
  12. Advises and provides training related to sponsored programs administration and fiscal procedures to Principal Investigators and members of the campus community.


OTHER FUNCTIONS

 

 

  1. Promotes and maintains an atmosphere of excellent internal and external customer service within the accounting department.
  2. Assists in other areas of Auxiliary Accounting as needed
  3. .Performs other duties as assigned.

  • Hybrid Position: 40-60% minimum in-office/on-site following the initial training period.

Knowledge, Skills and Abilities

 

 

  1. Ability to plan, direct, and evaluate the work of the department with sound business and accounting acumen.
  2. Demonstrated experience with financial accounting or financial grants management.
  3. Demonstrated ability to analyze, interpret, and apply federal, state, sponsor, Corporation, University and CSU system policies and regulations.
  4. Demonstrated ability to analyze data and make accurate projections with the ability to compile, write and present reports, workshops and training sessions in a clear and effective manner.
  5. Excellent written and verbal communication skills, with a high attention to detail. Must be able to communicate professionally, openly, and effectively with constituents internal and external to the campus community, with the ability to identify and understand questions and provide helpful responses for problem resolution.
  6. Excellent computer skills with demonstrated advanced proficiency using standard office software programs, including word processing, spreadsheet, database management, email, and calendar. General knowledge and ability to use the internet (i.e., websites, email, online report submission, document uploads, and other electronic research tools).
  7. Demonstrated experience providing lead work direction and training others on new skills and procedures.
  8. Demonstrated ability to perform complex, highly responsible and confidential duties.

 


Qualifications

Minimum Qualifications:

Equivalent to a Bachelor's degree from an accredited four-year university with a major in business or public administration, or a closely related field AND seven (7) years of progressively responsible experience in sponsored research administration, fiscal compliance and audit management, or a combination of these areas, and three (3) years supervisory/lead experience; OR a combination of education and experience which provides the required knowledge and abilities. Equivalent to a graduate degree in a related field may be substituted for up to one year of the required experience. Additional qualifying experience may be substituted for the required education on a year-for-year basis. Strong background in fiscal management and accounting required.

Preferred Qualifications:

Demonstrated understanding of and commitment to the CSUMB Vision Statement and the core values of mutual respect, collaboration and service orientation, multiculturalism and diversity, community service and institutional excellence. Experience using PeopleSoft and knowledge of Grants & Contracts environment in Higher Education preferred. Knowledge of Federal grant and contract policies, procedures, guidelines and regulations. Experience working with a diverse and multicultural population and performing community services; demonstrated technical literacy.

The annual salary range for this position is $100,000-$110,000. Classification: Grade 8, Management. This is an exempt position and as such is not eligible for the overtime provisions of the Fair Labor Standards Act.
