Required Qualifications (as evidenced by an attached resume):
Bachelor's degree (foreign equivalent or higher) in accounting, business, finance or related field. Five (5) years of progressively responsible full time experience in budget development and/or fiscal management, to include two (2) years of managerial experience. Leadership experience in budget management for an office or an organization.
Preferred Qualifications:
Master's degree (foreign equivalent or higher) in accounting, business, finance, or related field. Experience working for a public, non-profit, or government entity. Experience in higher education. Experience in continuous process improvement. Experience in developing/managing a budget in excess of $10M. Data mining experience (querying/reporting). Strong command of Excel and experience with enterprise financial management systems e.g., Oracle. Experience in Tableau or comparable business intelligence software (i.e., Pyramid, ProClarity, Qlik, Cognos, Microsoft Power BI, SAS). Experience with PeopleSoft/Oracle. Experience conducting presentations and/or training.
Brief Description of Duties:
The Senior Associate Director for Finance and Budget will function as the chief budget officer for the Office of the Vice President for Research (OVPR) and will report to the Vice President for Research/Operations Manager. The Senior Associate Director for Finance and Budget will develop a budget model that is centered on transparency, accountability, the optimization of resources, and financial planning that aligns with the strategic goals of OVPR and the University. The incumbent is responsible for leading the planning, analysis, reporting and accountability of OVPR's resources in collaboration with other University leaders. Functions include planning, developing, implementing, monitoring and controlling the OVPR's operating budget and creating forecasts for expected expenses and income. The Senior Associate Director will be expected to set the financial priorities of the Office of the Vice President for Research by defining goals for organizational performance and ensuring operational and strategic direction and accountability, linking unit operations to strategic objectives and exercising authority for operational decisions for departments within the OVPR. The Senior Associate Director for Finance and Budget will serve as back-up Deputy Operations Manager as requested by the Vice President for Research/Operations Manager.
The incumbent will possess strong leadership and effective communication skills. As a University leader, s/he will be responsible for fostering a strong and cohesive environment. The incumbent will demonstrate the ability to exercise a high degree of independent judgment, excellent analytical and creative thinking, ability to identify key issues and use inductive reasoning in complex situations, ability to organize, plan, and determine priorities. Excellent functional querying and/or data mining experience, excellent functional knowledge of databases, ability to work collaboratively with various units and functional groups, excellent interpersonal and communications skills, ability to adapt to changing priorities, comprehensive knowledge of sound financial management and budgeting practices and principles.
- Oversight and Development of Budget Management
- Directly oversee the OVPR budget.
- Consult with the Budget Office and VP Admin regarding financial policies and procedures.
- Responsible for the accurate and timely preparation and submission of the University's budget requests (e.g., Quarterly Reports, Financial Plans, other formal budget documents).
- Represent the OVPR at the Financial Leaders Meetings and related budget meetings.
- Responsible for developing and documenting the unit's financial practices to assure they are reflected in ongoing budget management.
- Continually work with OVPR Directors and AVPs regarding budget needs for their respective units and manage allocation of funds.
- Responsible for ensuring OVPR adheres to institutional policies and procedures are reflected in the daily budget.
- Fiscal Planning and Analysis
- Responsible for budgeting in the Campus Budget Module (CBM).
- Develop budget reports and presentations.
- Work with OVPR leadership to forecast cost saving opportunities.
- Analyze data and present reports recommending alternative courses of action.
- Research and develop models for use in financial planning and resource allocations on a multi-year basis.
- Responsible for the preparation and presentation of expenditure and revenue projections including budget status reports for use in monitoring financial planning and budget performance.
- Research Foundation of SUNY (RF) related duties
- Execute RF business and financial functions in a manner consistent with the RF's policies and overall system of controls.
- Support OVPR senior staff in communications and interactions with RF Central Office.
- Attend RF OM Meetings and represent campus operations; participate in RF Central Office planning.
- Responsible for expenditure and revenue projections, reporting, and the accurate and timely submission of data to RF Central Office.
- Serve as back-up RF Deputy Operations Manager under the direction of the Vice President for Research/Operations Manager, as needed.
- Effective Leadership and Communication
- In collaboration with the VPR, the AVPR and OVPR senior staff, foster an environment of service, stewardship, trust, accuracy, transparency and awareness.
- Attend the Financial Leaders and related meetings.
- Actively communicate and engage with campus stakeholders regarding the operating budget, budget processes, related technology improvement, and financial forecasting.
- Identify the needs of internal stakeholders and establish, monitor, and continuously improve business processes to meet those needs.
- Serve on committees charged with developing strategy, preparing analysis, undertaking research, and assessing models relevant to OVPR and campus research activities.
- Determine resources, support, and professional development necessary to enhance team effectiveness.
- Other duties as assigned.

The Research Foundation of SUNY is a private educational corporation. Employment is subject to the Research Foundation policies and procedures, sponsor guidelines and the availability of funding. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
