University Export Control Officer, CUNY Office of Research

Overview

The City University of New York (CUNY) is seeking a University Export Control Officer for the Office of Research (OR).  This professional will be the key contact person to conduct export control research compliance training, and manage related compliance obligations, inquiries, and activities.

In a single integrated university system of 25 colleges and schools, the CUNY Office of Research is responsible for the strategic of university-wide initiatives aimed at building research capacity for members of the CUNY community, from students to senior faculty. Their research, scholarly, and creative pursuits are supported through three OR divisions: Research Development and Programs; Innovation and Entrepreneurship; and Research Integrity and Compliance. Jointly, these divisions encourage collaborative and transdisciplinary research innovations; foster startups and commercialization both within and beyond the CUNY community; and ensure adherence to the standards that govern research ethics and sponsored program administration.

Reporting to the University Executive Director for Research Integrity and Compliance, the University Export Control Officer will conduct internal reviews and investigations into university compliance with export control laws, regulations, and policies; report findings to the appropriate governing body and manage corrective actions; and contribute to the development and implementation of a stronger and more cooperative export control and foreign influence protections climate at CUNY.  This role will also support compliance excellence in the areas of Conflicts of Interest and Commitment (COI/COC) and Responsible Conduct of Research (RCR).

In addition to the CUNY Title Overview, other key duties include, but will not be limited to the following:
- Guides and trains campus-based Export Control Administrators; supports their export oversight responsibilities; and serves as a subject matter expert for those involved with export-controlled projects or are engaged in transactions which trigger export controls.
- Serves as the Empowered Official registered with the US Department of State for International Traffic in Arms Regulations.
- Interprets and monitors changes in funder and industry export control policies and regulations, as well as communicates updates to University stakeholders.
- Assists sponsored research teams with negotiating agreement clauses with export control, publication, and data security restrictions, and facilitates conversations with PIs about the impact of these clauses if accepted.
- Provides export determinations on the classification and jurisdiction of technology, products, materials, equipment, and software for purposes of international shipments and deemed exports.
- Advises campuses on restricted party screening (RPS) procedures and outcomes; on international delegation visits that have export compliance and research security implications; and on commercialization activities with export compliance implications, along with other CUNY college campus guidance duties.
- Advises Office of Research colleagues on the appropriateness of export control licensing requests; develops and submits license requests to the governing regulatory agencies.
- Coordinates with IT, HR, legal, finance and other administrator teams on their implementation of foreign influence protections.
- Serves as a member of the University-wide Task Force on Foreign Influence, and other advisory groups as needed.

NOTES

Until further notice, this is a hybrid position, eligible to work remotely and work on-site in the office.  All CUNY employees must reside within a commutable distance to the tri-state area. 

Candidates will be required to provide proof of being fully vaccinated against COVID-19 upon commencing employment. Exemption (medical or religious) requests to this requirement will be considered in accordance with applicable law. Being fully vaccinated is defined for this purpose as being at least two weeks past their final dose of an authorized COVID-19 vaccine regimen. Final candidates must be fully vaccinated as of their first day of employment.
 

QUALIFICATIONS

MINIMUM

-Bachelor’s Degree and eight years’ related experience required.

PREFERRED

- Advanced degree in an academic, research, legal, management, or directly related discipline.
- Substantial research compliance and integrity experience, including broad export control, COI, and RCR program management experience.
- Significant knowledge of current government, sponsor, and industry laws, regulations, and requirements for export control and research compliance (i.e. EAR, ITAR, OFAC, FCPA, Patriot Act).
- Demonstrated ability to provide guidance and training to stakeholders on the interpretation and application of regulations and requirements for research compliance.
- Strong organizational and project management skills to develop objectives, set and adapt to changing priorities, manage competing demands/changes and meet deadlines.
- Proactive, flexible and collaborative work style with strong interpersonal communication, presentation and negotiation skills to forge successful relationships with diverse faculty, staff, and external partners.
- Detail oriented and precise with strong research, writing, and analytical skills, plus ability to thrive in a demanding, multi-faceted, and time-sensitive office.

- Computer proficiency using academic, administrative, and financial systems, databases, and programs, plus Microsoft Office and Google Suite programs, and remote/virtual meeting and collaboration tools (MS Teams, Zoom, WebEx, Skype, etc.).
