Where You Will Work:

Location: Boulder, CO (The current UCAR work model is hybrid (remote/in-person). This position has the option of an ongoing hybrid schedule.

Relocation: Relocation assistance is available for this position.

Salary:
Hiring Range: $92,669 - $115,836
Full Salary Range: $92,669 - $150,588

What You Will Do:

The Scientific Partnerships & Service (SPS) Center  provides scientific and technical services to sponsors  aligned with three main themes: large-scale partnerships and initiatives and long-term job opportunities and workforce management at selected federal locations, and a full range of Event Management including organizational logistics and travel management, in accordance with UCAR collaboration agreements with federal sponsors. 

UCP Business Shared Services (BSS) administrative teams are deployed to partner with each Center in UCP. The deployed teams integrate deeply within the center and come together as the BSS team to share knowledge, develop and refine best practices and bolster professional growth among administrative colleagues.

The Senior Administrator is a senior member of SPS Center and BSS leadership teams. The position is the fulcrum for leading and empowering a high performing administrative team to partner with the SPS Center across functional areas including human resources, finance, budget, proposal and post award administration, and policy interpretation. The position has a key role in the BSS to propel ongoing development, implementation and improvement for UCP Business Shared Services.

Responsibilities:

SPS Responsibilities:

  • Build and execute the strategic vision of the Center, as a member of the SPS CPAESS Center Leadership team.

  • Comprehensive budget development and management for all Center funding

  • Coordinate HR actions such as promotions, performance evaluation activity 

  • Partner with UCAR HR staff to oversee hiring, promotion and performance evaluation processes for a division of 120 staff located across the U.S.

  • Lead large Center-based proposals, including development and coordination of timeline, proposal team roles and responsibilities and budget development

  • Primary administrator for large, complex awards within SPS including financial management and analysis, contracts and subawards and procurement 

  • Provide administrative direction to Administrators and Budget Analysts in financial management and analysis, contracts and subawards and procurement 

  • Supervises the BSS team that is deployed to SPS/CPAESS to provide admin support

  • Provides administrative direction to team for all functional areas (award and financial management and analysis, proposals, contracts and subawards, travel, procurement and HR)

BSS Responsibilities:

  • Leads change management related to BSS and center transition, in addition to ongoing changes within UCAR

  • Leads standardization/streamline of business process and cultural change for BSS

  • Partners with UCP Assistant Director to coordinate BSS assignments to meet Center needs

  • Develops and maintains effective team processes for communication, constructive debate, conflict resolution, identifying innovation opportunities and joint problem solving across all of the UCP Centers.

  • Trains, coaches and mentors BSS staff

  • Leads large proposal coordination and budget development for UCP (high dollar, new funders/opportunities) 

  • Develops and implements high level financial tools for UCP to drive informed business decisions and strategy

  • Develops implementation plan and leads onboarding of new large awards

  • Solves complex problems in areas including but not limited to financial, operational, sponsor relationship/expectations, staffing, business development/proposal

What You Need:

Education and Years Experience (Required):

  • Bachelor's degree in business, accounting, or related field or equivalent experience

  • 10 years of relevant experience in management at a senior level

  • 3 years of supervisory experience

Knowledge, Skills, and Abilities:

  • Proven leadership skills and ability to achieve organizational goals

  • High level skill in  current technical and professional skills in finance and financial management such a budget management and analysis

  • Experience managing human resources activities such as hiring, promotions, performance evaluation etc.

  • Knowledge of project management principles  

  • Advanced change management leadership skills

  • Excellent analytical, interpersonal, communications and presentation skills

  • Strong supervisory and mentoring/coaching skills

  • Knowledge of  managing in a shared services, matrixed environment

  • General knowledge of the U.S. Generally Accepted Accounting Principles (GAAP)

  • Knowledge of diversity, equity and inclusion issues in the workplace

  • Advanced skills in MS Excel, Word, Google Suite, and  in financial management software

  • Advanced knowledge of proposal development for different award vehicles such as grants, cooperative agreements, contracts, IDIQs

  • Demonstrated skill in business process improvements

Desired, but not required: 

  • Master’s Degree in business, accounting, or related field.

  • Demonstrated successful management experience that includes: 

    • managing complex strategic operational issues

    • the  interface between strategic development and operational delivery

    • workforce planning 

    • leading and developing a team approach in a multi-disciplinary, shared services environment

  • Demonstrated success serving and supervising in a matrix-managed organization

  • Leading process improvement and developing efficiencies across working groups

  • Identifying best practices in an organization and leading wider adoption of those practices
