Proposal and Award Generalist (Project Specialist, Engineering and Medicine)

The Strategic Interdisciplinary Research Office (SIRO) within the Office of the Senior Vice President for Research (OSVPR) is seeking a Proposal and Award Generalist, (Project Specialist, Engineering and Medicine).

SIRO is a research administration unit dedicated to providing active support for the development, submission, and management of large-team multidisciplinary external funding proposals. SIRO supports pre-award and project management for multi-college and multi-institutional efforts, while partnering with Penn State College and Institute Post-Award Offices in support of complex, large-team funded awards. This position will report to the Associate Director, Project Management in SIRO and will perform the duties listed below for federal grants related to the College of Engineering and the College of Medicine.

The responsibilities for this position include the following:

 

  • Lifecycle Management of grants and contracts with emphasis on awards from the National Institutes of Health and international subawards.
  • Participate in pre-award proposal development to ensure optimal award outcomes.
  • Conduct regular communications with principal investigator(s) and departmental/college staff on a variety of administrative functions that occur between post-award and award close-out. Based upon these discussions, assist post-award staff with implementation of financial expenditures and reporting.
  • Monitor account set-up and ensure timely budget uploads.
  • Coordinate sub-recipient registrations and implementation, monitoring the subaward while removing barriers to ensure timely payments and reporting.
  • Conduct budget review and prepare expenses for approval on restricted funds as required by the principal investigator or post award staff.
  • Assist with project team management across multiple PSU Colleges/Institutes/ Departments, external collaborators and subrecipients (domestic/international).
  • Perform cost-share tracking and reporting; Assist with award expenditure tracking and forecasting.
  • Monitor end dates for the project and budget expenditures as per approved budget from sponsor, conduct budget realignments and extensions as necessary, and obtain any required prior approvals for changes to a fund.
  • Assist with preparation and submission of monthly/quarterly/annual reports per sponsor guidelines, and perform international award requirements reporting (export compliance, value added tax, etc.).
  • Assist with closeout procedures as necessary for timely technical and financial close-out of sponsored projects.

 


This position will be filled as a level 3, and typically requires a bachelor's degree plus two years of related experience, or an equivalent combination of education and experience. Familiarity with Microsoft Word and Excel functions, Governmental Reporting Systems (i.e., FastLane (NSF), ERA Commons (NIH)), Agency experience, Strategic Information Management System (SIMS) grant reporting and budget functions (or similar institutional programs), and SIMBA financial system, are highly preferred. Requires strong communication among a wide array of constituents, innovative problem solving, flexibility, and self-management skills, including the ability to prioritize among many diverse responsibilities. Must be able to thrive in a fast-paced, deadline-driven environment. Exceptional communication (both verbal and written) and interpersonal skills required. Capability to work both independently and as a team member, ability to multitask and respond professionally in challenging situations is essential.
