About Research at Rutgers

The Office for Research (OFR) is a key partner in driving and supporting faculty research and leading the University's economic development activities. With research a fundamental part of the university's mission, the Office aims to further the reach of Rutgers research and its impact on communities. The Office for Research provides a pipeline of services across the university to support faculty research and strategically leads its economic development activities.As New Jersey's research titan, Rutgers is a member of both the Association of American Universities (AAU) and the Big Ten Academic Alliance. In FY21, sponsored research totaled $907.9M in research grants and sponsored programs, with 4,142 research awards and 1,553 PIs receiving awards. The Opportunity

The OFR's core purpose is to team with Rutgers' investigators to advance academic and research excellence at Rutgers University. We provide services university-wide to support the faculty research and scholarship and play critical roles in the university's economic development activities. Our functions range from supporting the identification of new research funding opportunities and submission of grant proposals to post-award financial management, research regulatory affairs, technology transfer (Innovative Ventures), Comparative Medicine Resources, and Core Research Services.

Reporting to Senior Vice President for Research, Michael E. Zwick, the Assistant Vice President (AVP) for Policy and Training develops, maintains, and provides oversight for all research-related policies and procedures that ensure compliance with federal, state, local, and University policies and regulations. This oversight also involves ensuring that in all its operations, the Office communicates effectively with stakeholders and provides essential operational support for research-related activities that span all campuses of the University. The AVP provides leadership and coordination of all research-related policies and procedures that help support the various activities in OFR along with the conduct of research training and the Office's communication efforts.

This is a newly created role with a robust portfolio of responsibilities. Highlighted responsibilities for this position include the following:

• Lead a communications team of five individuals to develop alignment between research strategy, vision, and values, with branding, messaging, and OFR's education work.
• Strategically build reputation and support among OFR's targeted audiences, including faculty, sponsors, and influencers.
• In collaboration with leadership and managers of the OFR, research leaders throughout the University, research faculty and their teams, central office and school administrators, and public and private sponsors, coordinate policies and procedures development that expand Rutgers' research and ensure the highest level of compliance with regulatory and sponsor requirements, along with best-in-class business practices.
• Proactively communicate regulatory changes affecting research; accurately assess their potential impact on university policies and procedures; and recommend timely, compliant communications plans.
• Ensure continual awareness of and appreciation for the impact of Rutgers research within government, higher education, industry, and other core collaborators by developing communications plans that are clear, effective, and raise awareness (internally and externally) of Rutgers research strengths.
• Foster growth and maturation of the OFR's educational portfolio by developing programs (online and in-person) that educate and resource faculty, department and school-based administrators, university staff, Rutgers students, and foster understanding and compliance with university and sponsor policies and procedures.
• Mentor, motivate, and coach their teams to achieve excellence in the quality and effectiveness of all OFR communications work.
• Develop data and metrics that will measure and assess OFR's policy development, education, and communications efforts.
• Leverage technology to develop process improvements and efficiencies to OFR education and communication programs.
• In partnership with the Senior Vice President for Research, support a host of OFR programs and projects focused on the unit's strategy, policy, systems, and processes supporting the University's research mission (i.e. Rutgers' newly developed Research Administration Handbook).

Candidate Profile

We recognize that candidates come from a wide range of personal and professional backgrounds. The ideal candidate will have the following professional and personal qualities, skills, and characteristics:

• Demonstrated experience in research policy development and a track record of providing high-level customer service to researchers and sponsors within an academic environment.
• Prior experience as a change manager with the ability to evaluate organizational policies, procedures, and structures as well as process efficiencies that better align outputs and customer service with the needs of the University.
• A demonstrated and broad range understanding of the regulatory requirements of research in an institution of higher education or other environments with high levels of research activity.
• Clear, transparent, and timely communication skills, especially as they are related to formal writing and public speaking.
• Excellent interpersonal skills as well as political astuteness and ability to convey a sense of energy, openness and optimism with a collaborative, consensus-building, yet decisive management style.
• Strong personal and professional integrity with the ability to garner trust across all levels of the institution.
• A demonstrated commitment to diversity, equity, and inclusion.

In addition, strong candidates will offer:

• A Master's degree, Doctoral degree in a related field is preferred.
• A minimum of ten (10) years of experience with research, at least five of which have been in a leadership/management position in an academic, health sciences, or health care institution.
• Strategic planning and resource management skills with demonstrated experience working in a complex environment with multiple objectives, perspectives, and points of view.

Compensation & Benefits
