The Department of Research Administration at Fred Hutch supports the faculty and research community and accelerates innovation and discovery by enabling scientific collaboration and providing unparalleled services. The role will join the Research Administration Finance team with decision-making input on the department's Global Oncology (GO) business operations. The Research Administration has an annual budget of over $75 million and more than 300 employees.

Fred Hutch GO, a Cross-Divisional program, has a mission to reduce the global burden of cancers, especially in low and middle-income countries, by advancing research and developing new low-cost prevention and treatment strategies.  A cornerstone of the program is a decade-long alliance with the Uganda Cancer Institute (UCI) that advances research, capacity building, and cancer care in Uganda.

The Seattle-based Fiscal Manager manages the complex financial operations of the program in Uganda via Hutchinson Centre Research Institute of Uganda (HCRI-Ug). This position will report to the Research Administration Director of Finance and Operations and work closely with the Managing Director and all GO faculty and staff based in Seattle, Kampala, and elsewhere to advance the program's international research, training, and other collaboration activities. The Fiscal Manager will manage and administer all aspects of the program's non-sponsored funding sources. This critical position works with general supervision and is expected to use initiative and sound judgment in carrying out responsibilities while operating consistently and ethically within the mission and values of Fred Hutch. This position may travel once every 12-24 months to Uganda and may require travel to other international and domestic locations.

Responsibilities

Program Financial Management (60%)

  • Under general supervision, liaise with and serve as a bridge with the Center and Division staff on the overall financial management of the program.
  • Lead the program-wide financial reporting and financial analyses for Global Oncology and HCRI-Uganda.
  • Lead the development of financial projections and forecasts for the program.
  • Lead the annual non-sponsored budgeting process and manage the ongoing activities of these budgets, including order approvals, cost transfers, and maintaining updated spending projections.
  • Build relationships with UCI finance and grants administration counterparts and strengthen capacity development in grants management in Uganda.
  • Partner with the Vaccine and Infectious Research Administrator Manager to ensure accurate budgeting for all proposals 
  • Support the Fred Hutch Center Finance with annual HCRI-Uganda financial audits
  • Administration and management of pilot awards
  • Prepare financial report for the annual meetings of HCRIUg Board, Internal Advisory Board, and meetings of External Advisory Board, as needed.
  • Oversee the monthly financial management of GO:
    • Reconciliation and allocation of corporate credit cards
    • Reconciliation and allocation of laboratory expenses
    • Processing research grant facility fees
    • Track and maintain updated project ID list for all sponsored awards and contracts
    • Review and approve OnBase and FMS requisitions and invoices for payment on non-sponsored projects
    • Collaborate with Research Administrative Manager(s) to update effort projections for HCRIUg staff including verifying monthly effort across multiple Principle Investigators, and certify effort per approval
  • Support the HCRIU finance manager in the monthly financial management of HCRI-Uganda:
    • Timely completion of month-end process 
    • Review financials for accuracy and necessary adjustments 
    • Cash management 
    • Review and approve expenses purchased with non-sponsored funds 

Financial Operations, Policies, and Procedures (20%)

  • Oversee the development of highly efficient and effective fiscal processes.
  • Advise the program's faculty and staff in Seattle and Kampala on the program's budgets and guide them on financial policies.
  • Ensure the Financial Operations Policy and Procedures Manual is kept current and implemented.
  • Develop expertise in and ensure adherence to Center and Division Finance systems, policies, and processes.
  • Develop a thorough understanding of the Fred Hutch HARP and Hyperion systems and create new reports and tools in alternate programs as needed.   
  • Liaise with Center and Division Finance related to the program's sponsored and non-sponsored funding; working directly with the supervisor to resolve questions and issues related to non-sponsored budgets as required.
  • Guide GO program staff on standard financial practices and Center/Division/program financial policies and procedures as needed; propose and draft new processes as required for Seattle and Kampala, coordinating with relevant staff.

 

Strategic Financial Planning (20%)

  • Drive financial analyses to support program leadership in implementing GO's strategy and scientific research agenda.
  • Collaborate with program leadership to monitor and report on the financial progress of GO's strategic plan and scientific research agenda. Lead and support the preparation of materials to effectively
  • convey GO's financial position and/or for program leadership communications with stakeholders (Center staff and executives, Board of Trustees, and HCRI-Ug Board).
  • Spearhead short- and long-term special projects to support program leadership's informed decision-making on GO's overall financial direction.
  • Contribute metrics to GO strategic planning
  • Drive financial analyses to support program leadership in implementing GO's strategy and scientific research agenda 
    • Develop and maintain a thorough understanding of all the program's funding sources and the roles each play, independently and jointly, to affect GO's strategic plan 
    • Identify areas of improvement and develop an action plan to deliver on the program's financial objectives
    • Create new models to evaluate financial sustainability

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in Math, Business, Computer Science or related field, or equivalent combination of education and experience/technical training that demonstrates analytical and technical competency.
  • 3 years of business analytic experience, preferably in a healthcare environment or relevant experience.
  • Superior organizational skills and proven knowledge and application of best practices for system management, documentation, and standardization.
  • Sustained, proven ability to think systematically and analytically and use independent judgment.
  • Ability to identify and implement improvements such as increasing the level of data accuracy or decreasing the time spent to update a model or report.
  • Experience with financial software programs such as Tableau, PeopleSoft, Workday.
  • Advanced Excel skills and experience with relational database tools such as SQL Server and Access.
  • Ability to research, analyze and interpret complex data and formulate recommendations.
  • Collaborative and team-oriented communication style able to work effectively cross-departmentally.
  • Excellent verbal and written communication skills, including the ability to propose actions, identify and illustrate opportunities, make recommendations, and articulate the financial impact of decisions to both clinical and administrative audiences
  • Solid financial skills, including a working understanding of the income statement.
  • Able to grasp and apply new concepts quickly.
  • Ability to effectively prioritize concurrent responsibilities and meet timelines.
  • Ability to work independently under minimal supervision with a wide degree of creativity and latitude. May manage projects independently or lead/direct the work of others.
  • Ability to work in a high-pressure, deadline-oriented, and complex health care environment.

 

PREFERRED QUALIFICATIONS:

  • Master's degree in Health Science, Informatics, Business, or a related field.
  • 5 years of business analytic experience, preferably in a healthcare environment or relevant experience.
  • Experience in managing databases and systems.
  • Extensive experience in exploratory data analysis, data visualization.
  • Experience with predictive modeling and leading indicators
  • A working understanding of the relationships between the income statement, balance sheet, and cash flow statement.
