RESEARCH INTEGRITY EXPORT AND CONTROL OFFICER

Scope of Job
Oversees and manages allegations of research misconduct, financial conflicts of interest in research and the Research Export Controls Compliance Program, including the development and implementation of policies and procedures.
Description of Duties
• Oversees and manages the UTRGV Research Export Control Compliance Program including development and implementation of policies, procedures, training programs and materials.
• Leads and manages allegations of scientific, research, and/or other scholarly research misconduct that includes fabrication, falsification, or plagiarism in proposing, performing, or reviewing research, or in reporting research results.
• Promotes research integrity by identifying and managing perceived financial conflicts of interest.
• Ensures research compliance with applicable laws and regulations in the areas of Export Controls and Research Integrity.
• Administers any corrective measures mandated by regulatory authorities.
• Develops, implements, and monitors technology control and financial conflicts of interest management plans, as needed.
• Applies for and administers license applications to the U.S. Department of State, Department of Commerce, U.S. Treasury Office of Foreign Asset Control, Department of Energy or other applicable state or federal authority.
• Interfaces with federal compliance officers when necessary.
• Serves as the subject matter expert in the areas of Export Controls and Research Integrity, as well as the designated Empowered Official for International Traffic in Arms Regulations (ITAR) purposes.
• Provides guidance and strategic consultation for Export Controls and Research Integrity policy development to university administrators, faculty and students.
• Regularly responds to research requests for information and to alleged violations of rules, regulations, policies, and procedures by assessing the possible violation; recommends initiation of investigative procedures as necessary.
• Reviews proposals, contracts, and other University agreements as needed for export control compliance and management of potential conflicts of interest.
• Assists the division leadership in identifying and resolving any potential threats to national security impacting UTRGV.
• Provides regular training to campus community in the areas assigned.
• Conducts restricted party screening for various documents to identify denied and restricted parties.
• Performs other duties as assigned.
