Manager, Reporting and Billing

Overview

As the Office of Sponsored Programs (OSP) Manager, Reporting & Billing you will manage a team responsible for invoicing, reporting, subrecipient monitoring, and closeout duties related to externally sponsored grants & contracts. This role is integral in ensuring that appropriate internal controls are in place and accounting procedures are followed. As part of the Financial Management team in OSP, you will interface regularly with other OSP staff, department and college research administrators, University central office staff, faculty, and external sponsors.

Responsibilities: 

  • Provides leadership and management in the performance of post award financial and reporting functions including invoicing & financial reporting, accounts receivable, award closeout, subrecipient monitoring, compliance and other critical accounting functions;
  • Provides direct oversight of the financial management team including operational responsibility for assigned workload and overall performance management; 
  • Collaborates with other central offices, department administrators, and other management level staff in OSP to implement and maintain effective and efficient sponsor reporting and invoicing procedures;
  • Serves as subject matter expert regarding invoicing and reporting policies, procedures, and federal requirements;
  • Understands financial requirements of grants and contracts and ensures functions are completed in accordance with guidelines.  Provides guidance and training to staff to ensure requirements are understood and procedures are followed. Develops and maintains procedures as needed;
  • Maintains a working knowledge of external regulatory requirements to ensure compliance; 
  • Reviews and approves monthly invoices and reports prior to submission.  Reviews monthly internal reports prior to distribution;
  • Ensures reports and invoices are submitted in a timely manner in accordance with established timelines;
  • Timely preparation of quarterly receivables reports;
  • Assists with external agency and financial audits as needed;
  • Performs other related duties incidental to the position; and
  • Serves on committees & working groups or other special initiatives as needed.

Required Qualifications:

  • Extensive relevant professional experience in accounting or related field (typically 7+ years); considerable supervisory experience (typically 3+ years); 
  • Demonstrated ability to lead and direct staff to maintain an effective team;
  • Knowledge of federal cost accounting standards, OMB Uniform Guidance, CAS, and GAAP;
  • Experience with federal billing and payment systems, letter of credit drawdown procedures, and sponsor financial reporting; 
  • Excellent written, verbal and interpersonal skills;
  • Ability to apply technology solutions to maintain efficient and effective financial controls and processes; 
  • Bachelor’s degree in Business administration, Accounting, or related field; or equivalent combination of education and experience;
  • Strong Skills in Excel and other Microsoft based software applications, problem solving & analytical skills, and strong attention to detail; and
  • Well organized with the ability to manage multiple priorities concurrently.

Preferred Qualifications:

  • Experience with financial administration and invoicing in a sponsored programs administration environment;
  • Experience with Ellucian Banner financial system; 
  • Experience working in a higher education environment; and
  • Certified Research Administrator.
