POSITION DETAILS

The mission of the CUNY Office of Research is to promote and support the research, scholarly, and creative pursuits of the CUNY community, to provide assurance to funding agencies and to the public that research at the University is conducted in accordance with the highest ethical standards, and to enhance technology commercialization, entrepreneurship, and economic development activities.

The Office seeks an experienced research compliance professional who is current with the evolving New York City, state and federal guidelines governing responsible research conduct for the position of Research Compliance Officer. The successful applicant will manage CUNY’s Human Research Protection Program (HRPP), lead University-wide HRPP policy and procedure development initiatives, and oversee operations necessary for adequate compliance monitoring, including audits, investigations, suspensions and terminations of research protocols.

Reporting to the Director for Research Integrity and Compliance, the Research Compliance Officer will oversee all research misconduct investigations, facilitate training efforts for CUNY-wide stakeholders in responsible research conduct, and partner with the Research Compliance Education and Quality Assurance Specialist to implement various education and quality improvement programs for all research compliance areas across CUNY’s 25 colleges and schools.

Other key responsibilities will include, but are not limited to the following:

  • Manage the development and implementation of policies and procedures for the efficient review of research proposals involving human subjects, and maintain electronic databases and systems for various research compliance functions.

  • As the University’s primary contact person on HRPP matters, provide regulatory, policy and administrative guidance to campus IRB members, researchers and HRPP Coordinators on all compliance issues.

  • Serve as the lead administrator for research misconduct proceedings.

  • Lead educational initiatives to ensure adequate training of campus-based HRPP Coordinators and IRB members on research compliance program responsibilities and obligations.

  • Conduct preliminary reviews of research protocols requiring oversight by a convened Institutional Review Board; oversee CUNY IRB meetings.

  • Identify and engage experts to conduct appropriate reviews of research protocols to ensure compliance with federal regulations.

  • Guide campus-based export control administrators on analyzing export control cases and assist in oversight of export control activities compliant with U.S. laws and regulations

  • Create detailed protocols on all IRB concerns, giving clear and concise regulatory and ethical information and guidance.

  • Identify, recruit, and maintain collaborative relationships with external consultants, auditors, and other experts as required.

  • Supervise, train, and evaluate administrative and support staff and coordinate their professional development.

QUALIFICATIONS

MINIMUM

Bachelor's degree and eight years' related experience required, as well as a thorough knowledge of governmental regulations and compliance requirements and grant and contract management.

PREFERRED

  • Advanced degree in public administration, higher education administration, an academic or research related field.

  • Eight years’ research compliance and integrity experience in a research center, institute or higher education setting, including broad HRPP and IRB compliance program management experience with applicable federal, state, sponsor, and university policies in the areas of human subjects, animal care and use, animal facility operations, biosafety, drone use in research, research misconduct, and the responsible conduct of research.

  • Knowledge of government and sponsor regulations and requirements for research compliance with ability to provide guidance on the interpretation and application of regulations and requirements for research activities.

  • Strong organizational and project management skills to understand complex research processes, develop objectives, set priorities, adapt to changing priorities, manage competing demands, constant changes and meet deadlines for deliverables.

  • Detail oriented and precise with strong research, writing, and analytical skills.

  • Pro-active, flexible and collaborative work style with strong interpersonal communication, presentation and negotiation skills to forge successful relationships and partnerships with diverse campus and University faculty and staff, as well as external government and industry partners.

  • Commitment to public service, service excellence, inclusion, equity and professional integrity to manage sensitive work, exercise sound judgement, with ability to thrive in a demanding, multi-faceted, and time-sensitive office.

  • Computer proficiency using academic, administrative, and financial systems, databases, and programs, plus Microsoft Office programs including MS Project, and virtual meeting/conferencing and collaboration tools (MS Teams, Zoom, Skype, WebEx, etc.).

  • Flexibility to work some evening hours and occasional weekends.

  • Participates in short- and long-term planning of research programs that meet academic and institutional priorities

IMPORTANT NOTICE: Health Plan Coverage for Employees Hired on or after July 1, 2019

City of New York employees and employees of Participating Employers and their eligible dependents hired on or after July 1, 2019 will only be eligible to enroll in the EmblemHealth HIP HMO Preferred Plan and must remain in the HIP HMO Preferred Plan for the first year (365 days) of employment.

After 365 days of employment, the employee will have the option of either remaining in the HIP HMO Preferred Plan or selecting a different health plan within 30 days before the end of the 365th day period. If a new health plan is selected, the new plan will be effective on the 366th day.

Only after the 365th day can the employee participate in any Annual Fall Transfer Period.

An employee who needs to request an exemption from the required enrollment in the HIP HMO Preferred Plan can do so by submitting a HIP HMO Opt-Out Request Form to EmblemHealth. An employee, or eligible dependent, must meet certain criteria and the request must be approved by EmblemHealth before the exemption is granted. The HIP HMO Opt-Out Request Form and HIP service area are available on the EmblemHealth website.
