Job Summary for requisition R00013018:

Responsible for the operations of the Office of Research and Sponsored Programs Post-Award office, under the Comptroller & Chief Accounting Officer. The Director will oversee the financial administration of grants and contracts received by UMMC, including managing any external audits of such activity. Additionally, the Director will develop and maintain effective and efficient processes and systems to support sponsored projects’ financial administration. The Director must embrace and balance the dual roles of compliance officer and customer service agent with an overall focus on high levels of customer service and department interaction.

Education & Experience:

Bachelor's degree in accounting, finance, or business, plus five years post-award administration experience including grants and contracts administration. CPA, Certified Research Administrator (CRA) or Certified Financial Research Administrator (CFRA). and/or advanced degree or certification in Business, Accounting, Finance, or a related field is highly preferred.

Knowledge, Skills, & Abilities:

Compliance knowledge of grant and contract regulations such as federal OMB Circulars, State circulars, Uniform Guidance, cost accounting standards, effort certification, sub-recipient monitoring, audit standards and financial status reporting, as well as experience working with non-federal or state sponsors and regulations. Supervisory/management experience; Knowledge of accounting principles and practices. Computer experience, particularly financial accounting systems or fund accounting systems. Proficient in Microsoft suite (Word, Excel, PPT). Excellent oral and written communication skills. Interpersonal and negotiation skills. Must be detail-oriented with strong organizational and problem-solving skills and have the ability to prioritize and manage multiple projects at one time. Must have a passion for excellent customer service and commitment to exceptional quality.

Responsibilities:

  • Provides daily direction and guidance to investigators, departmental managers, supervisors, and staff to ensure that the fiscal aspects of the University’s sponsored programs are administered in accordance with UMMC policies and procedures and the governing Federal and State laws, and sponsor regulations and requirements.
  • Ensures high levels of customer service to all University wide customers (faculty, department administrators, deans/chairs, etc.) and to all external customers (sponsoring agencies, auditors, etc.).
  • Directs sponsored research fiscal policy development and implements procedures/processes to ensure business best practices and compliance with UMMC, federal, state, and sponsor-specific requirements and regulations. Also, oversee the effort certification process.
  • Develops long-range goals and participates in strategic planning for the Office of Research and Sponsored Programs and other institutional research-related initiatives.
  • Manages Cash and Accounts Receivable ensuring that financial status reports documenting the expenditure of project funds are prepared and filed with sponsoring agencies on a timely basis.  Also includes oversight of cash and Accounts Receivable team, oversight of collection effort, and management of annual write-off procedures.
  • Educates and trains faculty, staff and students in post-award activities including effort reporting, labor distribution setup, progress reports, invoicing/billing, etc. To ensure compliance with institutional, federal, state, and sponsor-specific requirements and regulations.
  • Responsible for the creation, accuracy and timely delivery of annual and quarterly reports involving financial data, including financial information on grant activities for the university's annual audit.
  • Supervises and evaluates post-award employees' performance through review of completed work assignments.
