Responsibilities

This position serves as a member of the College of Medicine (COM), Finance and Administration senior management team and is responsible for the overall direction, management and operation of financial services for sponsored projects.

Provides oversight and direction for grants compliance, accounting, budgetary and other financial transactions for COM research post-award activity located at the main campus, six regional campuses, three training sites and a growing number of residency programs throughout Florida and Thomasville, Georgia. Activities include timely and accurate processes for general accounting, purchasing activities including p-cards, accounts payable and receivables activities, t-cards and travel reimbursements, tuition, human subject payments, property accounting, payroll and billings of research based auxiliary accounts. Assures that internal controls are in place to include proper cash handling and compliance policies. 

Provides high level expertise and serves as a subject matter expert to the Dean, Regional Campus Deans, Associate Dean for Finance and Administration, Finance and Administration Associate Director, COM Office of Research Administration, COM Accounting Services, COM senior management including Chairs and Directors and funding agencies in the post-award administration of sponsored projects, and research based auxiliary operations financial and budgetary services. Effectively facilitates research activities with COM Research pre-award unit to include training initiatives. Represents the COM and serves as an organizational contact with University entities to include the FSU Office of Research, Research Foundation and the University Controller's Office. 

Provides detailed assessments and recommendations in support of the mission of the COM. Conducts detailed analysis of funding streams, trending reports and forecasting reports. Initiates long range planning, analyzes internal processes and implements changes to improve operations or services. Participates in strategic planning and implements strategic initiatives, as well as policies and procedures ensuring consistency with the mission of the COM and compliance with internal and external requirements, rules and regulations. 

Serves as immediate supervisor for staff positions of three Grants Compliance Analysts and one Accounting Representative. Recruits, hires, and trains staff. Promotes an atmosphere of teamwork in accomplishing the strategic initiatives and mission of the COM. Position involves travel for meetings, training and business needs.

Responsible for ensuring accurate reporting of all COM grant activity to appropriate federal, state, private and accrediting agencies. Responsible for the timely completion of all University research reporting requirements to include monthly status reports, departmental reports, final reports to funding agencies and responses to RFIs related to research and special projects. Provides direction for the COM internal reporting infrastructure. Conducts detailed analysis of data in Sharepoint, etc. to provide up-to-date financial reporting.

Qualifications

Bachelor’s degree and four years of experience related to budget, financial and/or accounting services; or a high school diploma/equivalent and eight years in the same.
(Note: Post-high school education can substitute for experience at the equivalent rate.)

  • Experience with contract administration and ability to review and interpret sponsored research grants, contracts, and other agreements.
  • Experience reviewing and reconciling financial data for accuracy, completeness, and compliance in a detail oriented environment.
  • Experience developing and implementing procedures, goals, and/or objectives.
  • Experience with Microsoft Excel and Word, or equivalent software.
  • Experience preparing clear and concise reports and communicating effectively verbally and in writing.
  • Ability to travel, as needed, for meetings, training and business needs.           

Preferred

  • Bachelor’s degree and four years of experience related to budget, financial and/or accounting services.
  • Experience with and proficient knowledge of Microsoft Excel.
  • Experience with PeopleSoft/OMNI and OBI reporting.
  • Experience training and supervising employees.
  • Experience meeting project and reporting deadlines.
  • Experience prioritizing, organizing, and performing multiple work assignments simultaneously.

Pay Plan

This is an A&P (Administrative and Professional) position.  Salary will be commensurate with experience.
