Scope of Job:
Responsible for leading a service-oriented process and robust infrastructure in support of UTRGV's expanding research enterprise. Develop and sustain a balance between a high level of client service with research faculty while maintaining operational efficiency and fostering a culture of compliance with institutional, federal and sponsor regulations.


Description of Duties:
• Provides leadership, direction and guidance for institution-wide research operations.
• Affords support to academic leadership in their goals to develop plans for obtaining grants and promoting scientific advances as it relates to the institution’s mission.
• Provides comprehensive strategic administration for the full “life-cycle” of sponsored awards and related compliance administration for pre-award, post-award, and the conduct of research, including clinical trials.
• Ensures that all dimensions of university research are conducted in rigorous compliance with all pertinent rules and regulations in accord with the highest ethical standards.
• Provides leadership and guidance to the institutional research oversight committees (IRB, IACUC, IBC) and offices that support research compliance ensuring they are structured and resourced to provide efficient and effective support to the research community in compliance with regulatory and legal obligations.
• Develops productivity-based and data-driven models for allocation of research and laboratory space and forecasts of institutional infrastructure needs.
• Partners with facilities to ensure efficient and effective operation of research infrastructure including labs and vivarium.
• Leads continuous process and operational improvement initiatives to reduce cycle-times, maintain overall compliance, and remove unnecessary administrative burdens.
• Coordinates constructively with the senior leadership team, Deans, Chairs and other stakeholders to provide a strong and unified university platform for research support.
• Develops and oversees short and long-range plans, conceptual designs, budget requirements and documentation for the assigned areas.
• Directs the development and reporting of metrics for purposes of assessing UTRGV’s research operations and performance of the research enterprise.
• Provides guidance to and consults with reporting unit Directors on relevant policies to ensure alignment with best practices in enabling the research enterprise. Provides oversight on new policies, policy interpretation and revisions when needed.
• Oversees educational and training programs for research administrators, faculty, and other staff relating to pre-awards, post-awards, and the conduct of research, including clinical trials.
• Works with officers of the University of Texas System and of other components of the U.T. System to support and enhance technology commercialization and other research translation activities.
• Liaises with external sponsors, federal, state, and local governments, and private sector agencies on matters relating to sponsored programs administration.
• Builds and/or sustains effective collaborations with affiliated partners and community organizations to facilitate the advancement of research by establishing research agreements, developing consistent procedures, and effective communication.
• Provides timely and informative reports to pertinent state agencies and to internal constituents on the sponsored research activities of UTRGV’s faculty and staff.
• Performs other duties as assigned.

General supervision from assigned supervisor.

Supervision Given:
Direct supervision of assigned staff.

Required Education:
Master’s Degree from an accredited University.

Preferred Education:
Doctorate or Professional Degree

Licenses/Certifications:
None.

Required Experience:
Seven (7) years of progressively responsible research operations experience, including leadership experience in fulfilling the educational and research mission of a university or an independent research institution.


Preferred Experience:
Experience obtained in a tier 1 research institution.


Equipment:
Use of standard office equipment.


Working Conditions:
Needs to be able to successfully perform all required duties. Office Environment: some travel and weekend work is required. UTRGV is a distributed institution, which requires presence at multiple locations throughout the Rio Grande Valley. Work is performed primarily in a general office environment across the Rio Grande Valley.


Other:
Demonstrated leadership skills for team building, facilitation, problem solving, conflict resolution and negotiation. Familiarity with national research policy and a track record of promoting external research funding, federal and state support, and strategic research initiatives. Ability to work in a multi-cultural environment and to communicate effectively with large and diverse audiences. Strong interest and commitment to promoting and developing academic and research excellence.
