Founded in 1893, the School of Medicine (SOM) is the academic medical teaching and research arm of The Johns Hopkins University. With a budget of over $2 billion, the SOM has consistently been among the nation's top medical schools in the number of research grants awarded by the National Institutes of Health (NIH) and in having as its major teaching hospital, The Johns Hopkins Hospital (JHH). JHH was ranked the best hospital in the United States for 22 years by U.S. News & World Report. Sixteen Nobel laureates associated with the SOM as alumni and faculty have won the Nobel Prize in Medicine or Chemistry, two of which, are current faculty. Fifteen current faculty are members of the National Academy of Sciences. The SOM offers an M.D. an M.D./Ph.D. and 19 other graduate programs. In the current year, there are over 1,250 medical and doctoral students, and more than 2,700 full-time faculty.

 

General Summary

 

The primary responsibility of the Sr. Grants & Contracts Analyst is to work closely with the Division of Brain Injury Outcomes (BIOS) leaders to provide dedicated professional level sponsored funds management for more than 80% of time with specific responsibility for pre-award and post-award functions that include, but may not be limited to: proposal preparation, submission, budget development, account maintenance and oversight, billing/invoicing, reporting, compliance, and closeout. The ideal candidate will work independently on a variety of grants/contracts that range from simple to highly complex. While this role may assist with some aspects of non-sponsored funds, the primary goal of this position is to ensure timely, effective and efficient functioning of sponsored funding.

 

Duties & Responsibilities

 

The Sr. Grants & Contracts Analyst will provide broad/in-depth professional administrative level guidance on protocols, regulations and guidelines to BIOS leadership, Principal Investigators (PIs) and other scientific/research professionals, both within the University and with other associated research/administrative professionals outside of the University. This position offers guidance and learning support to Grants & Contracts Analysts, Specialists and Coordinators within the department.

 

This role functions independently on a variety of complex level grants/contracts, including oversight of all NIH grants. These grants, contracts and awards may involve detailed budgets, subawards and special instructions in RFA, career awards, training awards, multi-project grants, complex Foundation grants, subawards from other institutions on their federal pass-through grants and Pharmaceutical company clinical trials.

 

Specifically, the ideal candidate will:

 

• Lead day-to-day financial functions to include sponsored accounting of pre-award and post-award budgeting

• Coordinate and perform activities related to the submission of grant proposals

• Create sponsored budgets and budget justifications for grant submission to various funding entities

• Participate in program development and technical strategic planning

• Ensure smooth implementation of new trials from conception through study activation

• Organize contractual activities in support of project timelines and goals

• Develop financial policies and procedures, work plans to achieve assigned project goals, and collaborate policies and plans with other finance personnel

• Develop templates as needed to produce financial reports, analyze budget patterns, project expenditures, and prepare budgets

• Develop financial SOPs as needed

• Work closely with the Consult Team and Cores to ensure all documents are complete prior to study/trial activation

• Complete and maintain professional documentation for projects and deliverables

• Assist with the analysis of projects, including productivity and fiscal performance and operational and strategic planning

• Interpret contracts, master agreements, and financial transactions and events for non-financial staff

• Assist subrecipients in determining allowability and allocability of costs

• Assign projects and review on a monthly basis, assessing funding requirements, sub-awards, and contract cash and financial commitments

• Determine updated monthly accruals and projections to support forecasting accuracy and project completion as required

• Monitor actual expenditure levels against budgets and funding obligations

• Make budget adjustments, and other cost improvement measures, as required

• Coordinate the preparation of and interpret monthly and quarterly financial reports for TIC senior and key personnel review

• Process local and international invoices from vendors/subcontractors

• Process reimbursements for BIOS staff members-travel, miscellaneous reimbursements

• Processing e-forms for BIOS staff members to appropriately report effort for fiscal year

• Provide ad-hoc reports to clients as requested

• Develop financial report formats for forecasting, trend and results analysis.

• Prepare detailed annual budgets

• Provide the required financial information in support of the budgeting processes related to the TIC seven-year plan

• Keep abreast of laws and regulations that apply to sponsored projects and designated funds

• Provide guidance regarding the interpretation of applicable contract, grant and cooperative agreement terms and conditions, as well as other administrative rules, cost principles under OMB (including A-21, A-133, A-110, 22CFR226, 22CFR228, and FAR)

 

This position reports to the BIOS Faculty and leadership.

Minimum Qualifications (Required)

 

• Bachelor degree plus four years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting

 

• Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula:

 

JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for the required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job. *

 

Additional Qualifications (Preferred)

 

• Proficiency in all Microsoft Office applications and SAP

• Previous experience working in clinical trials

• Thorough knowledge of external Federal guidelines/procedures for grants and contracts, including NIH, DOD and Pharmaceutical companies

 

Special Knowledge, Skills, and Abilities

 

• Demonstrated experience with financial analysis, financial reporting, cash flow analysis, budget development, and forecasting needed

• Expected to operate independently, with guidance provided by BIOS faculty and staff

• This position requires a high degree of independent action and adherence to strict timelines

• Ability to make independent judgments and to act on decisions on a daily basis

• Ability to prioritize own work and work of others as needed

• Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines

• Very strong organizational skills, analytical and problem-solving abilities, and attention to detail

• Demonstrated ability to coordinate projects independently and work constructively as part of a team

• Strong interpersonal and communication skills, both oral and written

 

Budget Authority

 

This is an exempt level position. As such, a primary duty will be to make significant decisions that impact the financial status of the unit/department on a regular and continuous basis. Typically, this position operates where there is significant budget and financial work in the area to require other staff, e.g. analysts, managers, and administrators in budget and finance analysis and planning.

Starting Salary Range: $59,280 - $81,435 (Commensurate with Experience)
