The Contracts and Grants Supervisor 1 sets the highest standards for professionalism and administrative competency as the department continues a period of recruitment and program growth and serves approximately 100 employees and 40 faculty members (senate and federation) with an annual grant portfolio budget of $7.8 million and annual operating budget of $4 million.

 

The Contracts and Grants Supervisor 1 is responsible for contracts and grants budget control, financial reporting which includes monthly effort report and cost recovery. This position plays an integral role in the development of overall planning, organizing, analyzing, directing, accounting for and monitoring of all research grants and activities. The position is responsible for complete management of all grant applications through to completion. The position researches issues, analyzes data, prepares reports, makes recommendations, coordinates meetings, develops presentations, manages department's research budgets and oversees all research operations, grants and projects, and provides expert and comprehensive financial, analytical and administrative oversight and support for the growing research and clinical project operations.

 

This position will provide strong fiscal and statistical data, short- and long-term projections and all phases of cost recovery methodologies and is the lead for accounts payable, accounts receivable, and KFS transactions and is also responsible for providing financial oversight to Core facility activities, industry relations, clinical trials and multidepartment and campus MOUs.

 

This position will work closely with the Department Chair, CAO and faculty to ensure that research investigators, staff, and other appropriate personnel maintain continuing knowledge of, and comply with, relevant ethical principles, relevant Federal Regulations, OHRP guidance, other applicable guidance, state and local laws, and institutional policies for the protection of human subjects. The Contracts and Grants Supervisor 1 will also assist professors and senior leadership in achieving new research short and long-term program goals. This position conducts all interactions with administrative personnel at other institutions, School of Medicine departments at UC Davis Health, and the UC system and also provides back-up support to the department when needed.

 

Required Qualifications

• Demonstrated supervisory experience.

• Demonstrated experience in and knowledge of accounting, federal, state and other grant budgeting processes, financial reporting requirements and policies regarding use of funds.

• Demonstrated experience in and knowledge of budget preparation, analysis and forecasting with the ability to control complex budgets and recognize potential problems.

• Demonstrated experience with strong planning, analytical and financial skills to anticipate challenges and analyze problems with post award management.

• Demonstrated advanced level experience using Excel for designing and manipulating spreadsheets, formulas, pivot tables and other power user features of the program.

• Mathematical and financial skills to monitor, analyze, interpret, access and provide accounting and forecasting reports with estimated variables on future expenditures for all projects and accounts assigned.

• Knowledge and experience with State and Federal policies and procedures as it pertains to Fiscal Management and Reporting, Budget and Accounting, Federal Charging Practices, Purchasing, Vendor Relations, Business Contracts, OMB Circulars A21 and A110.

• Proven auditing and analytical problem-solving skills for the identification and resolution of unique and unforeseen problems in a logical, timely, creative manner, documenting actions so information will be available at a future date.

• Proven ability to understand project management and to work well with cross-functional teams in order to bring projects to a successful close.

• Experience exercising discretion, making independent judgments based on sound analysis and work independently while keeping senior management appraised on important matters.

• Excellent interpersonal skills to communicate in a pleasant, tactful and effective manner and to handle difficult, sensitive and/or confidential issues.

• Skill to maintain effective working relationships and ability to exercise tact and diplomacy.

• Orientation towards providing a high level of customer service to employees and the public.

• Strong communication skills, abilities, and experience in communicating with all customers both verbally and in writing.

• Demonstrated experience creating business plans to increase research funding and development programs based on availability of funding and faculty research goals.

• Experience understanding and following UCD administrative, financial, personnel, accounting office, office of research, and business contracts policies and procedures and interpreting them in a clear and logical manner.

• Possible restricted vacation during times due to peak operational needs.

• Must be able to work overtime as needed.

• Must be able to protect against unauthorized or improper disclosure of confidential work-related information

• Occasional travel to Davis Campus.
