Department Description

Contracts and Grants Accounting (CGA) has campus wide responsibility for the administration of all contract and grant funding received by UC Davis - which in fiscal year 2019 totaled approximately $ 739 million in income via governmental and private contracts and grants. CGA is responsible for supporting the Davis campus with the initial fund set up, preparing regular financial reports, ongoing analysis and reconciliation, policy interpretation, collections of reimbursable expenditures through billing and cash draw down, and contract and grant closeouts. CGA manages and coordinates A-133 audit of contracts and grants, and cooperates in other campus wide audits performed by Federal and other external auditors and participates in the preparation of responses to audit findings and corrective actions necessary to resolve audit issues. CGA has campus wide responsibility for providing systems, policies, procedures, and training to facilitate the management of approximately 3,400 contracts and grants across campus. CGA also provides education and outreach to the campus and is deemed to be the campus expert in the area of post award management.  

Job Summary

Under the direction of a supervisor, responsible for the fiscal control, accounting and reporting of advanced level contracts and grants awarded in support of UC Davis research, training and public service programs. Attend training workshops for present and future career development. Actively participate in staff meetings. Work on special projects in contract and grants management. This position involves analyzing, monitoring, preparing and reconciling financial information to provide financial and statistical data for the control of contract and grant operations. This position also involves the preparation of financial reports to meet internal and external requirements.

Assigned portfolio will consist of complexity level mix of approximately: Basic-10%, Moderate-30%, Advanced-50%, Highly Complex-10%

PHYSICAL DEMANDS

-Lift files, bankers boxes and supplies weighing up to 25 lbs.
-Sit at personal computer and extensive keyboard use for extended period of time.

QUALIFICATIONS

Required:

5-8 years of experience in a business or finance position (including financial research administration).

Experience with general financial administration principles and knowledge of generally accepted accounting principles (GAAP), as they relate to contract and grant administration.

Demonstrated experience in the use of spreadsheet software in financial analysis, fiscal management and financial reports. Must also demonstrate experience in the use of email, word processing and other common business applications.

Verbal and written communication skills to effectively communicate, both in person and in writing.

Organizational skills to determine workload priorities and set timetables to meet deadlines, goals and objectives.

Experience working with computers and financial management systems.

Skill to perform advanced level financial analysis and customized reporting.

Thorough understanding of research administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment

Working knowledge of pertinent sponsor regulations including OMB Guidance, the NSF and NIH/PHS Grants Policy Statements, Federal Acquisition Regulation, application of indirect cost rates, and other complex concepts in research administration.  

Preferred

Knowledge of and experience applying Generally Accepted Accounting Principles, fiscal and reporting principles.

Knowledge of UC policies and procedures and sponsor policies and guidelines.

Experience in the management of grants and contracts and ability to interpret and apply relevant policies (specifically UC policies).

5 years or more performing financial analysis in an accounting environment.

Two years of cumulative experience or its equivalent in academic department or sponsored programs administration of contracts and grants and its associated activities.

Experienced in the use of advanced spreadsheet functions and pivot tables.

Skill to manage significant volume of transactions and diverse goals.

Experience with enterprise-level financial systems

CFRA (Certified Financial Research Administrator) or equivalent.
