DEPARTMENT OVERVIEW

Research Policy Analysis and Coordination (RPAC), a unit of Research and Innovation (R&I), provides guidance and assistance in the development, interpretation and implementation of policies and external rules in the conduct of extramurally funded research at the University of California.

POSITION SUMMARY

Recognized expert on a wide range of research policy and regulatory issues across the UC system and by associations, industry, and other organizations. Oversees a highly-specialized staff to develop new UC policies and guidance and to be responsive to new federal, state, and non-governmental policies that impact all aspects of the UC research enterprise. Serves the ten UC campuses, UC Health, and other units within the UC system. Represents the UC system with external stakeholders in high-level interactions on matters of considerable diversity, complexity, and political sensitivity. Makes final decisions on administrative and operational matters as well as policy issues. Responsible for directing the control of the unit's overall budget / organization resources. Immediately addresses erroneous decisions that may have a serious impact on the overall success of functional, division, or organization operations.

Policy Development and Guidance: Provides systemwide leadership across the full spectrum of research policy matters, including complex and emerging issues. Oversees the development of guidance, training, resource materials and advice on research policy. Regularly consults with executive and senior management on matters of significance.

Management: Directs a highly specialized team that provides systemwide research policy guidance and advice to senior administrators, faculty, and management by offering expertise on policy and regulatory analysis and on external rules, regulations, and policies. Develops succession plans and ensures cross-training for staff across multiple areas of expertise; evaluates performance; assesses employees' developmental needs and provides growth opportunities that enhance employees' capabilities to contribute to the achievement of organizational goals; develops leadership in others through coaching and mentoring. Is responsible for RPAC strategic planning and budget planning, workflow and resource management.

Systemwide Leadership and Representation on Research Policy: Directs development of UC position statements for highly specialized and complex external policy, legislative, and regulatory proposals. Assures that UC maintains a national presence on relevant policy issues; building and maintaining relationships with and representing UC positions to other institutions, associations and organizations, as well as state and federal agencies and other relevant constituencies. Represents R&I/RPAC in high-level systemwide advisory groups, work groups, etc. on complex and emerging issues with potentially significant impact on the conduct of research and research policy at UC. Represents UC positions on public policy issues pertaining to research; monitors the external environment for trends, state / national issues, and proposed legislative and regulatory changes.

Systemwide Coordination: Directs the coordination of multiple systemwide stakeholder groups to promote best practices, systemwide collaboration and communication. Responsible for approval of policy positions and/or agreements including broad exceptions to policy across the spectrum of research policies. Directly negotiates the most complex and/or highly sensitive systemwide research agreements. Ensures that UCOP and campus leadership is informed of significant emerging and problematic research policy issues. Engage leadership and coordinate with other UCOP and campus stakeholders to help guide any necessary systemwide actions.

Required Qualifications

• Excellent understanding of academic policies and procedures at UC or in higher education in general, including mission, goals, issues, and infrastructure.
• Excellent ability to cultivate professional relationships with a broad range of constituents, such as University faculty, staff, research sponsors, peers in other institutions, and higher education associations.
• Excellent written and oral communications skills with demonstrated ability to explain complex information to non-experts and deal with diverse people, situations, and ideas.
• Excellent judgment to make sound decisions in uncertain or ambiguous situations; ability to approach challenges with a clear perception of organizational and political impacts. Excellent leadership abilities to oversee multiple functions or departments through subordinate managers.
• Demonstrated deep understanding of research policy issues in an academic environment.
• Advanced supervisory experience that includes motivating and managing staff; experience establishing staff performance levels commensurate with the organization's strategic objectives; experience and skills to inspire, motivate, and guide team members toward goal accomplishment; ability to empower staff by sharing authority and accountability.
• Excellent negotiating and political skills.

Preferred Qualifications

• Experience in the University of California is strongly preferred.

Education

• Bachelor's degree in related area and at least eight years of progressively responsible experience working in university research administration and/or policy analysis, or equivalent combination of experience and training.
