The Director of Grants & Sponsored Programs (GSP) is responsible for the oversight, operation and execution of all functions of the Department of Grants & Sponsored Programs.  The GSP Director is accountable for leading all aspects of the grants process, potentially leading to an award to the University. Engages University leadership and faculty in identifying priorities and needs to advance the University’s mission.

Manages GSP’s sponsored programs strategies that have broad impact across the University and achieved goals in the University’s Strategic Plan.  Actively manages GSP operations under broad direction of the Provost.

Is responsible for managing the University's grant activity coordinating external-grant requests to foundations, governments, and industry.  Works with the teams in Financial Grants Management (post-award), Finance, Institutional Advancement and Legal Affairs for complete, compliant operations.

The Director works with Deans/VP’s/Faculty/Staff/External Agency Personnel including Program Officers for the overall GSP impact for achieving significant external funds.  Some travel to Barry's Orlando Campus will be required.

Grant Pre-Award Functions:

  • University-wide coordination of external-grant-seeking activities,  Serves as point person for all application internal Transmittal Form approvals by Provost
  • Works with Project Director & Dean/VP to identify issues and offer solutions so that application may be approved for submittal
  • Develops and oversees application submissions for the University, under authority of Provost acts a University signatory for applications
  • In conjunction with specific project directors, develops proposal budgets that adhere to University policies/guidelines and Agency regulations
  • As needed develops pre-proposal agreements, letters of intent, support letters for signature of Provost/President, etc.
  • Works closely with deans (or their designees), faculty members and other staff members to ensure opportunities are addressed in a timely fashion and can be submitted in full compliance
  • As appropriate, assists administrators, faculty and staff members throughout the University to develop and submit grant requests for their own program-specific or research funding needs.
  • Collaborates with Provost & University College/Schools for development of targeted strategic initiatives (‘white papers’) for pursuit and attainment of sponsored programs, including development of school/faculty capability in an academic year (annual updates/revisions to be done).  Develops & understands detailed resources needed (People/Space/Financial).
  • Advises principal investigators relative to grant and contract rules, regulations and procedures relative to the content of proposals given the internal and external guidelines, policies, etc. that will be governing the potential award.
  • Protects the institution by assuring that proposals and awards are in compliance with federal, state, agency and institution policies of grants and contracts.
  • Develop timelines for all proposal documents to be submitted;  Develop a plan to prepare required grant proposal application elements;
  • Develop and review the budget, maintain a working timeline, secure appropriate subcontract information, and assist with attaining sponsor forms.

 

.   Grant Post-Award Functions:

  • Tracks status of all proposal submissions.  Maintains liaison with funders. Coordinates program reviews/site visits by prospective funders.
  • Prior to University accepting an award, review award against application.  Meet with project direction/Dean/VP to review if any additional program revisions are needed.  Liaison to Agency’s Program Officer/Grants Specialist if necessary for final negotiations.  Review changes with Provost if needed.
  • Works with Financial Grants Management Director for award acceptance.
  • Collaborates with the Director, Financial Grants Management to assure a smooth transition once an award  is made.
  • Work with FGM for internal contract/MOU executions, and external financial reporting to funders, requests carry-forward and contributing information for maximum financial close-outs.
  • Assist with the preparation and review of reports other than fiscal reports to the awarding agency as required.  Coordinate preparation of annual and final progress reports per sponsor guidelines.
  • Responds to inquiries from faculty, staff, and administrators concerning the interpretation of provisions of awards.  Responds to requests from awarding agencies for information related to proposals and externally funded grants and contracts.  Prepares paperwork and draft correspondence for the negotiation/acceptance of grants and contract terms and conditions, modifications, extensions, and related administrative matters.  Serve as liaison to sponsors over the life of the project.

Managerial functions:

  • Supervises all personnel in the department
  • Establishes goals and objectives for the department in collaboration with staff
  • Provides Provost with quarterly and annual reports on outcomes and semi-quarterly Board Reports to provost
  • Attends and actively participates in Provost Council
  • Prepares and oversees GSP Budget and Provost accounts for research funds
  • Develops & implements best practice policies, evaluates & revise for accomplishing department objectives in efficient and accurate outcomes
  • Active resource to Provost and VP Finance.
  • Complete Special Projects as requested – including an annual P&L for industry sponsored clinical trials.
  •  Performs other work-related duties as assigned or required.

Qualifications/Requirements

  • Master’s Degree (or Higher) in Business Administration, Public Affairs, or a related field
  • Certified Research Administrator (CRA) or another nationally recognized grant certification
  • Three or more years of experience in higher education sponsored projects, contracts, cooperative agreements, and grants administration with a proven track record of success
  • Broad working knowledge of federal grant funding policies, submissions, and pre-award and post-award management
  • Experience in compliance management and a broad understanding of regulations relating to grants
  • Understanding of federal regulations and agency guidelines for grants management and sponsored research, including NSF, US Dept. of Education, NIH, NEA, and HRSA
  • Knowledge of OMB Uniform Guidance 2 CFR 200, Cost Principles, and Audit Requirements for Federal Awards
  • Knowledge of and experience with Grants.gov, NSF FastLane/Research.gov, ERA Commons/ASSIST, HRSA Handbook, and other online proposal submission and reporting mechanisms
  • Interpersonal effectiveness in working cooperatively with others to stimulate grant/contract submission and to handle people effectively while also assuring that all rules, guidelines, and required processes are met
  • Attention to detail with ability to assure all grant/contract requirements are met
  • Strong financial, audit, interpersonal, and computer skills
  • Knowledge of grant administration procedures, including principles, practices, and methods of grant administration and compliance, including accounting for multiple funding streams
  • Strong interpersonal skills and the ability to develop relationships with a diverse range of internal and external partners
  • Strong customer service skills and ability to collaborate with multiple stakeholders
  • Excellent written communication skills, editing and proofreading skills, and the ability to communicate complex guidelines and regulations to a variety of constituents
  • Ability to handle multiple priorities and meet deadlines
  • Strong commitment to the mission and vision of Barry University
