Director, Post Award Finance

Overview

UTHealth's Sponsored Projects Adminstration (SPA) is looking for a dynamic Director of Post Award Finance to oversee the financial and account administration of over $250 million in annual grants and contracts awarded by federal, state, and local governments as well as foundation and industry sponsors.   The Director will direct, plan and coordinate the activities of the Post Award Finance team of eleven (11) staff members and provide professional expertise in sponsored projects.  The Director will assist in the development and administration of policies and procedures designed to comply with appropriate regulations relating to Post Award Admininstration and for the interpretation and application of such policies, procedures and regulations.  As a "working Director" the role and activies include ensuring financiel compliance at all levels, overall workload mangement and processing of daily work as scheduled, maintaining a high level of customer service, leading audits from external agencies, account set up, maintenance, closeout and financial reporting. 

As a member of the SPA and CFO leadership teams, the Director will participate in setting overall SPA stragegy and goals.  The ideal candidate will possess proven leadership skills to effect change when needed and achieve efficiences while maintaining full complainces as they guide the post-award team through a demanding workload.

POSITION KEY ACCOUNTABILITIES:

  • Directs the coordination and management of the day to day grant and contract post award activities including project setup, expense monitoring, project closeout, financial reporting, cash accountability, letter of credit draws, letter of credit reporting, monitoring cash position, accounts receivable, reconciliation of various reports to general ledger, review and approval of staff work.
  • Ensures appropriate distribution of workload to meet deadlines, assisting faculty and staff in proper expenditure of funds, and assuring provision of quality customer service.
  • Functions as the lead liaison for numerous annual and agency specific grant and contract audits between the Office of Auditing and Advisory Services and the auditing agency. Responsible for completion and submission of Post-Award’s portion of the Annual Financial Report, the Schedule of Federal Awards, and the schedule 1-A for State Comptroller’s Office. Functions as the lead liaison for annual audit of federal awards conducted by the State Auditor’s Office.
  • Develops and maintains applicable policies, procedures and guidelines to minimize institutional risk and ensure UTHealth is compliant with regulatory requirements.
  • Functions as the institutional/compliance liaison between UTHealth faculty and staff, UT System and the regulatory agencies and/or sponsoring entities for grant and contract issues.
  • Directs and oversees the development, testing and implementation of system changes that effect UTHealth financial management system FMS and payroll system HCM as it pertains to post award activities.
  • Assists and consults Budget and Financial Reporting with data gathering and the development of the UTHealth F&A Proposal.
  • Responsible for overseeing the daily monitoring and reporting of all faculty, staff and A&P personnel actions on grants and contracts.
  • Responsible for budgetary/financial activities of Post Award Finance.
  • Advise Senior Vice President of Finance and Business Services and Associate Vice President of Sponsored Projects Administration on Post Award issues.
  • Maintains a thorough knowledge of, and ability to interpret and apply, Uniform Guidance 2 CFR 200 as well as agency specific federal grant regulation and various state, local, and private agency guidelines.
  • Serves as a University signature authority for Post Award Activities.
  • Manages Human Resources activities for direct reports in regards to: recruiting and selection; hiring and termination, training, development, mentoring, counseling, performance evaluations, and salary planning. 
  • Responsible for the design, execution and effectiveness of a system of internal controls which provides reasonable assurance that operations are effective and efficient, assets are safeguarded; financial information is reliable and compliant with applicable laws, regulations, policies and procedures.
  • Performs other duties as assigned.
