Where You Will Work:

Located in Boulder, Colorado, the University Corporation for Atmospheric Research (UCAR) is a nonprofit organization that supports and advances the atmospheric sciences. This position will support UCAR's Community Programs (UCP). 

    Our community programs provide a suite of innovative resources, tools, and services to researchers, educators, and practitioners in the Earth system science community. Activities in the UCAR Community Programs (UCP) include everything from training weather forecasters, firefighters, and emergency managers to supporting a constellation of atmosphere-observing satellites. We also develop internship programs and educational resources, provide real-time data and data analysis and visualization tools, and manage projects and staffing for scientific programs across the country and around the world. UCP is home to over 250 employees working in Boulder, Washington DC, Tuscaloosa, and other locations across the nation. 

What You Will Do:

The position will partner with the UCP Director as well as Center and Program Directors and staff to provide oversight and support to the operational and administrative functions within UCP Directorate and UCP Centers. This position is directly responsible for ensuring that UCP programs receive quality, timely, and effective business and administrative support through oversight and leadership of the UCP Business Shared Services (BSS). In collaboration with UCAR Operations, provides oversight and leadership to UCP in activities associated with UCP proposal development, UCP staffing activities, UCP financial analysis, budgeting, reporting and planning and other business and administrative activities to meet entity and center driven requirements. Responsible for conveying UCP requirements to UCAR Operations for the functional areas of proposals, contracts, facilities, human resources, information technology, and all other UCAR Operations disciplines as appropriate. Responsible for overseeing UCP staff assignments, project assignments, and overall business services budget. Works with UCP Director and Center Directors on strategic and annual program planning and business development. Develops and maintains relationships within UCP Centers, UCAR, NCAR, and, as appropriate, external sponsors. Responsible to ensure all UCP contractual and organizational deliverables are met. Establishes and measures service metrics. Supervises BSS leads, and mentors and promotes professional growth of BSS staff. Supports the UCP Director, Center Directors and other staff on matters involving diversity & inclusion and internal workplace culture. 

Responsibilities:

Contribute to the development and implementation of the UCP Business Shared Services model by leading and managing the BSS vision:

    • Works with UCP leadership and administrative staff to shape the development of and subsequently implement and manage the UCP Business Shared Services.
    • Ensures that financial planning and reporting, employee activity, proposal development and overall business management activities are in line with organizational policies. 
    • Works closely with UCAR Operations to ensure UCP processes align with UCAR policies and procedures, and identifies services needed by UCP in administrative, finance, and contract areas.
    • Ensures UCP Centers are effectively supported and resources are properly allocated.
    • Provides advice to UCP Director, Center Directors, and Program Directors on strategic issues, related to the use of UCP resources
    • Develops strategy for administrative support to scale to support business development leading to growth.
    • Establishes and tracks customer service metrics and Key Performance Indicators for business functions.
    • Understands the unique needs of each Center and Programs within each Center and ensures that the team provides the necessary support.
    • Provides direct line of communication to UCP Center Directors.
    • Creates and implements solutions to complex business and administrative challenges. 
    • Fosters a collaborative work environment by working with all stakeholders in a manner consistent with the UCP mission and vision.
    • Ensures the professional development of the BSS staff

Manage UCP Directorate Office, ensuring the smooth business operations of UCP:

    • Partners with UCP Director for oversight and management of UCP and UCP Directorate.
    • Provides oversight and leadership of UCP and program-related budget management, financial planning and analysis, and business operations in collaboration with UCP Director, UCP Center and Program Directors and UCAR Leadership and in alignment with strategic initiatives and direction.
    • Directs, interprets and implements standard business processes and procedures for UCP.
    • Ensures effective high-level oversight of all UCP Program awards and award life cycle.
    • Oversees the management of all UCP indirect funds, professional development funds and storm funds.
    • Responsible for the management of UCP to the indirect cost rate.
    • Partners with UCP Director, Center Directors, and UCAR Budget and Planning in strategic and annual program planning and annual budgets reviews through calculation of confidential budget scenarios, cost of business and long range forecasting.
    • Provides leadership, coaching and training to UCP staff to grow and evolve in support of UCP strategic direction.
    • Contributes actively to the development and execution of UCP initiatives.
    • Works with all supervisors to empower staff and create an environment of teamwork, accuracy and excellence.
    • Establishes relationship, effective workflow and communication between UCP and UCAR Operations Divisions responsible for providing business systems, in support of UCP Centers requirements.
    • As a trusted partner to the Director and Center as well as Program Directors, represents and advocates the administrative and business l interests and needs of UCP and advises on strategic areas related to these needs. 

What You Need:

Education and Years of Experience:

    • Bachelor's degree in Business Administration or related disciplines, and at least 15 years' relevant experience, including 10 years supervisory experience of teams
    • OR Master's degree in Business Administration (MBA) and at least 6 years relevant experience, including at least 5 years supervisory experience 

Knowledge, Skills, Abilities:

    • Proven experience in change management and leading teams from conceptual vision to successful implementation.
    • Advanced experience in program management, supervision, and evaluation.
    • Experience working in or leading a shared services department or function.
    • Demonstrated ability to lead multiple project teams and allocate team resources effectively.
    • Excellent interpersonal skills, including demonstrated skill in working effectively with a diverse team of managers, scientific, technical and education staff, and customers.
    • Excellent oral and written communication skills.
    • Experience providing administrative and support services in the areas of budget management, staffing, proposal support, and general administration.
    • Ability to work independently and respond quickly.
    • Advanced knowledge of project management including the development of project plans and monitoring project schedules and budgets.
    • Skill in the administrative management and oversight of proposal development. 
    • Advanced project leadership skills, including the ability to lead and coordinate the efforts of diverse teams, negotiating cross-project solutions, and managing relationships with representatives of current and potential funding agencies.
    • Ability to create a positive working environment.
    • Advanced knowledge and skill in personnel management.
    • Proven success in leading and managing organizational and structural change.
    • Ability to travel domestically about 6-8 times per year.
    • Working knowledge of business systems, preferred knowledge in Workday, IFAS, CPM, Concur, UProcure, Kuali.

Desired, but not Required:

    • Experience in a federally funded non-profit science environment 
    • PMI or other project management certification
