Contracts and Grants Specialist

We are currently sourcing a Contracts and Grants Specialist who will work in our Central Business Office located in Calverton, MD. The incumbent will support our Social Sciences research organization with compliance and government of our grants and contracts as well as serve as our in house contracting and subcontracting specialist.   

JOB REQUIREMENTS

  • Bachelor's Degree in Business or other related field of study
  • 3-5 years of experience in Contract/Grant management
  • Experience working for a non-profit research institute preferred
  • Excellent written/oral communication skills
  • Excellent organizational skills and attention to detail
  • Service-oriented, with demonstrated ability to work independently, manage, and follow through on multiple tasks
  • Proficient in Microsoft applications (ex. Word, Excel, Outlook), Adobe Acrobat
  • Experience with Deltek/CostPoint a plus
  • Working knowledge of pre-award and post-award contract/grant administration elements, such as proposal/application budgeting, subcontracting, procurement, compliance and government reporting
  • Familiarity with government systems such as System for Award Management (SAM.gov), Grants.gov, FSRS.gov (FFATA/eSRS) Reporting system, eRA Commons
  • Knowledge of Federal Regulations, Uniform Guidance, and standard terms/conditions that govern administration of federal funds

SOME PRIMARY DUTIES AND RESPONSIBILITIES

  1. Liaises with Principle Investigators, Clients and Vendors concerning contracts/grants and subcontract issues; project and subcontract expirations/closeouts.
  2. Generates Subcontracts/Modifications and Purchase Orders, Consultant Agreements and Personal Service Agreements for PIRE and subsidiaries.
  3. Monitors subrecipient compliance with applicable Federal regulations and maintains file of nonprofit A-133 audit reports for subcontract organizations.
  4. Assists with proposal budgetary review.
  5. Coordinates with Supervisor and others to maintain contracts and grants database, including updating existing CostPoint project records and to maintain government database reporting requirements.
  6. Develops Small Business Subcontracting Plans, maintains Small Business Subcontractor Source List and electronically files applicable Small Business Subcontract Reports (eSRS).
  7. Performs quarterly reconciliation for YTD Subcontract Payments.
  8. Participates in year-end finance audits; contributes to Contracts and Grants Audit, including providing all required sub recipient awards data, generating A-133 Audit letters/files and tracking responses.
