Overview

Biomedical science research can lead to discoveries that result in better patient outcomes.  This research field can advance diagnostic, therapeutic and preventive measures for major human diseases.  To significantly and rapidly accelerate Georgia State University as a recognized leader in this area, the Institute for Biomedical Sciences (IBMS) has been established to expand its contribution and efforts to research and education in these areas.  IBMS is a leading multidisciplinary research and degree-granting education institute dedicated to advancing fundamental and innovative biomedical research that improves human health as well as educating and training future generations of leading biomedical scientists and health (non-M.D.) professionals related to biomedical sciences.

 

Despite tremendous advances in biological and medical research, significant gaps still exist between basic laboratory research and its clinical applications.  Now more than ever there is an urgent need for bridging basic research to clinical management strategies.  To meet this significant challenge and promote translational research from bench to bedside, the interface among the biomedical science disciplines has emerged as one of the most exciting interdisciplinary research fields in science.  IBMS will not only build a strong research presence in biomedical sciences, but will also foster a unique environment to promote collaboration and develop world-class research and education programs.

 

IBMS is seeking to hire a Grants & Contracts Officer III to manage its ever-growing and diverse proposal portfolio.  The scope of responsibility will include these essential duties, but is not limited to the following:

 

 

  • Act as the primary liaison between the Institute and the Office of Sponsored Proposals and Awards, and, when appropriate, with the sponsoring agencies on all center grants and contracts.
  • Perform In-depth reviews of the award documents and award notifications throughout the grant and/or contract process.
  • Approve post-award documents.
  • Ensure that knowledge of university and sponsor guidelines are kept current. Disseminate knowledge as needed to faculty and support staff.
  • Develop sponsored research proposals for all Institute faculty, including providing complete proposal budgeting assistance and guidance in adhering to the format and requirements of funding opportunity announcements, liaising with OSPA as needed to ensure the success of the submissions.
  • Manage and process the flow of all proposal related documents utilizing all appropriate electronic systems.
  • Keep current on all revisions to those systems and learn to effectively use any systems that are developed for proposal development and submission.
  • Ensure that knowledge of university and sponsor guidelines are kept current.
  • Disseminate knowledge as needed to faculty and support staff.
  • Maintain a database to track all sponsored activities within the Institute as requested.
  • Maintain grant and contracts archives and records, design and prepare grant and contract reports.
  • Provide monthly reports to the Director, Office of Sponsored Proposals and Awards on grant and contract activity for the Institute.
  • Reconcile on a monthly basis all project accounts for which the position is responsible.
  • Manage all non-financial aspects of awards such as subcontracts, no-cost extensions, and production of closeout documents, working closely with OSPA to ensure the actions are completed in a timely fashion.
  • Interface with sub-recipients as needed to ensure compliance with Prime awards.
  • Use the Research Portal and all other systems developed for post-award management. Keep current on all revisions to those systems and learn to effectively use any systems that are developed for award management.
  • Manage all salary allocations and changes incurred with salaries on all grants and contracts.
  • Use the One USG system in an appropriate manner, assisting faculty in the correct application and tracking of effort.
  • Oversee all ordering and payments for supplies and equipment on grants and contracts.
  • Train lab personnel on the ordering process for each center lab.
  • Train new support staff personnel to provide back-up support for grants administration.
  • Other duties as assigned.

Preferred Qualifications:

  • Knowledge of federal rules and regulations/terms and conditions relating to research grants and/or contract activity.
  • Knowledge of grants and contracts, administrative and budget activities, processes, and procedures.
  • Knowledge of PeopleSoft Financial Systems.
  • Effective time management and organizational skills.
  • Effective written and verbal communication skills.
  • Ability to multitask, pay attention to detail, take initiative, and exhibit excellent customer service.
  • Ability to research and resolve issues.
