Overview

Department Overview The Office of Sponsored Programs (OSP), a division of the UNTHSC Research Office, provides pre-award, post-award, and accounting services for the support of faculty and other investigators while promoting compliance with federal and state agencies, private sponsor agreements, and UNTHSC research policies.  
Position Details OSP is seeking to hire a Contract Manager to join our team. The Contract Manager will lead and assist in the review and negotiation of research contracts and grants for federal, state and industry sponsors, including master agreements, grant related agreements (subawards), consortium agreements, collaboration agreements, material transfer agreements, data transfer agreements, clinical trial agreements and non-disclosure/confidentiality agreements. This position will work with external sponsors and other outside parties involved in research as well as with UNTHSC faculty researchers, principal investigators, and administration with regard to research contracts.

Responsibilities of the position include but are not limited to:

* Review and negotiate proposed contracts in accordance with university policy/guidelines and legal requirements including export control, regulations and requirements, OMB Circulars/Uniform Guidance, Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, indemnification, Texas state laws, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.

* Prepare and negotiate sub-awards.

* Federal Funding Accountability and Transparency Act (FFATA) reporting in the FFATA Subaward Reporting System (FSRS).

* Work with faculty to provide trainings and information on grants and contracts.

* Develop and monitor contract templates as well as review and update contract policy and procedures for OSP.

* Direct and supervise contract projects and assignments.

* Supervise a team of two staff members.

* Review federal register codes and regulations and participate in webinars for regulatory compliance pertaining to contracts.

Required Qualifications The successful candidate will possess a Bachelor's degree and five (5) years of comparable experience in University sponsored research contracts; or equivalent combination of education and experience.  
Preferred Qualifications The preferred candidate will possess the following additional qualifications:


* Juris Doctor or Master's degree in a related field.
* Working knowledge of federal regulations (FAR/DFARS) and understanding of applicability of Government regulation as they relate to the conduct of research in Higher Education Institutions.
* Working knowledge of contract management in an institution of higher education (preferred), health care system, medical center, or private organization conducting research.
