Overview

The Office of Sponsored Projects inspires superior grant administration practice by developing and maintaining a robust grant administration infrastructure, and providing exceptional service and leadership in the pursuit and management of scholarly grant-related activities at Salt Lake Community College. We are looking for a dynamic, motivated, highly organized individual to fill the open position of Grant Officer II/III.

The Grant Officer II/III for Sponsored Projects and Research Administration is a key member of the Office of Sponsored Projects team and plays a crucial role in creating a culture of excellence in grant administration. Serving as a key team member managing a portfolio of sponsored projects throughout the grant life cycle, the Grant Officer II is an experienced professional in sponsored project administration. The Grant Officer II/III is proficient in: funding identification, grant strategy, sponsored projects proposal development, budgeting, contracting and negotiation, subawards, compliance monitoring and reporting, sub recipient monitoring, uniform guidance interpretations, sponsored reporting and project management. The Grant Officer II/III is a professional who understands the principles of grant administration, follows established processes and procedures, and provides grant expertise, leadership, support and oversight to assigned College departments, faculty, principle investigators and project staff.

Specific to the Grant Officer III position, the Grant Officer III is a seasoned professional, serves as a lead team member, and will typically work with complicated grants in the Science Technology, Engineering, Math, Health Science or Student Services areas.

 

 

GRANT PORTFOLIO MANAGEMENT
Pre-Award Responsibilities:
• Serve as the primary point of contact and day-to-day manager on matters related to assigned sponsored projects grant portfolio within the purview of OSP
• Lead the proposal development process with minimal assistance, using and following all OSP materials and processes
• Develop complex and large grant proposals – Grant Officer II: ($25,000+), Grant Officer III: budgets above $500,000.00
• Prospect and identify research funding opportunities related to assigned grant portfolio
• Research information and data necessary for sponsored project proposal development (Grant Officer III would lead this process)
• Lead budget development and internal approval process
• Manage, facilitate and coordinate components complex proposals and other documents demonstrating technical expertise and grammatical accuracy
• Write sponsor memorandum independently and proficiently
• Write, review and edit project narrative
• Act as a sponsor liaison
• Lead grant submission process with OSP Director
• Understand and follow OSP standard operating procedures, processes, duties and tasks; assist in procedure development

Post-Award Responsibilities:
• Serve as the primary point of contact and day to day manager on matters related to assigned grant portfolio
• Lead contract review components applicable to OSP and coordinate contract activities in a timely manner
• Write and negotiate sponsor memorandum independently and proficiently
• Administer, review, and close out sponsored projects, including large awards – Grant Officer II: over $25,000, Grant Officer III: over $500,000.00
• Keep abreast of programmatic deadlines
• Coordinate with principle investigator on reporting deadlines, including review and submission
• Ensure reporting deadlines are met
• Maintain awareness of financial status and work with Business Office
• Administer compliance and regulation oversight for programmatic activities, making sure projects are conducted legally and responsibly while completing program activities
• Coordinate all (programmatic and financial) modifications in a timely manner
• Adhere to process and procedures for record retention
• Act as a sponsor liaison
• Coordinate and participate independently in sponsor administrative site visits and audits
• Understand and follow OSP standard operating procedures, processes, duties and tasks

Compliance Responsibilities:
• Demonstrate proficiency and knowledge of applicable grant regulations
• Advise as an expert on sponsored project regulations and compliance
• Provide advice on and interpretation of sponsor, SLCC and OSP policies
• Review proposals for compliance with SLCC, solicitation, agency, Office of Management and Budget and any other applicable regulations before submission
• Monitor award compliance and follow up with principal investigators, project managers, funding agencies, and college staff
• Take action to address and resolve compliance issues by researching the issue and counseling with OSP assistant director, then taking appropriate action with principle investigator and project staff
Project Management Responsibilities:
• Communicate expectations and roles with principle investigators, project staff and department leadership
• Maintain project files
• Develop all materials and documents according to regulations and OSPpractice
• Contribute to the development and revision of templates and guidelines as assigned
• Keep relevant staff informed about deadlines, deliverables, responsibilities and next-steps throughout the life-cycle of the grant
• Provide regular reports on work-in-progress to supervisor
• Solve problems related to the administration of awards in a timely manner by communicating effectively, providing appropriate resources and other project related materials, and seeking guidance when necessary
• Mentor principle investigators, project staff and supervisors in assigned areas
• Effectively use electronic research administrations systems, and grants and project management tools
• Grant Officer III only: Subject matter expert in grants and research administration, effectively using electronic research administration systems and project management tools

Reporting & Funding Opportunity Coordination: 
• Act as a funding opportunity administrator
• Research and identify funding opportunities appropriate for assigned areas of the College 
• Coordinate, prepare and distribute resources and information on funding opportunities to interested parties within assigned areas of the college
• Contribute to or oversee Office of Sponsored Projects listserv and other funding opportunity resources 
• Coordinate and prepare reports on potential funding opportunities
• Serve as a data steward and liaison (and Grant Officer III as editor for research administration system)
• Coordinate and prepare reports for use by OSP, College administrators, Cabinet, Board of Trustees, and others

Outreach and Engagement Responsibilities: 
• Cultivate positive relationships with principle investigators in order to identify and prospect research funding opportunities on their behalf
• Improve the visibility of the Office of Sponsored Projects
• Contribute to the creation of a grant culture at Salt Lake Community College
• Develop positive relationships within the college grant community
• Actively engage to increase the amount of grant funding at Salt Lake Community College
• May serve on one or more special committees within the college or community, in order to increase awareness of OSP, develop and strengthen partnerships and open the door to new grant opportunities
• Keep abreast of the various types of sponsored projects and how they are administered
• Engage in professional development and educational activities that improve knowledge and skills necessary to perform Grant Officer II job responsibilities
• Keep abreast of OSP trainings and refer College administration, faculty and staff to these opportunities
• Contribute to the development and facilitation of sponsored project administration training as determined by OSP leadership
• Facilitate workshops to provide technical assistance and training in sponsored project administration 
• Train and mentor principle investigators and project staff
• Participate in/contribute to the on-boarding and training of new OSP staff, as assigned
• Serve as an effective team player by showing loyalty to colleagues and support for department decisions
• Demonstrate integrity, service, mindfulness, and responsibility in all work areas
Other Duties as Assigned.

Grant Officer III additional Responsibilities and Duties:
• Act as a resource for Office of Sponsored Projects staff to review work, as needed
• Serve as a subject matter expert in certain areas of sponsored project administration, as assigned
