Manager, Grants and Contracts Accounting

Reporting to the Vice President for Finance and Business (VPFB), the Manager of Grants and Contracts Accounting is a hands-on accounting position that provides leadership for grants and contracts accounting as well as post award administration in the Financial Services Office. Areas of responsibility include management of daily activities of the post-award function, and management of grants and contracts accounts receivable, as well as project account establishment, invoicing, problem resolution, and project closeout. This position works with the VPFB to ensure policies and procedures exist to support the post-award function of the Institute including regulatory compliance. Some of the primary responsibilities include:

  • Directs day-to-day operations of post-award grants and contracts for the Financial Services Office (FSO), including supervision, training, and evaluation of employees reporting to the position. 
  • Develop, implement, and maintain a system to ensure high standard for accuracy and timeliness of the department's work.  
  • Develops, updates, and implements policies and procedures related to grants and contracts to ensure institutional compliance with federal, state, NSHE, and DRI regulations and policies.   
  • Advises and communicates with the VP for Finance and Business in all aspects of post-award administration. Provides leadership in the planning, design and implementation of DRI objectives for post-award administration of grants and contracts.
  • Actively participates in the grant and contract accounting function, including account set-up, budgeting, monitoring account activity, invoicing, reporting, and close-out for accounts assigned to the position and the area.   
  • Prepares and/or reviews journal entries.
  • Coordinates the Federal Single Audit, NSHE Internal Audits, and any other special audits. Creates the Schedule of Expenditures of Federal Awards (SEFA).  Develops and implements changes to policies, procedures, and business practices in response to audit findings. 
  • Provides input in the preparation of the indirect cost proposal.
  • Reviews and approves/disapprove requests for risk accounts.
  • Reviews recharge centers, rates, and advises divisions in the preparation of recharge rates.
  • Reviews indirect cost waiver requests and makes recommendation to VPFB.
  • Reconciles accounts receivable on a monthly basis. Reviews accounts receivable aging schedule on a monthly basis and coordinates the collection process to keep delinquent receivables at a minimum.
  • Develops and implement workshops, materials and training programs for staff regarding grants and contracts to address changing business practices occurring from new rules, regulations, technology, and software implementation.  Ensure appropriate preparation for and ongoing education of grants and contract staff.

Required Qualifications

  • Bachelor’s degree in accounting, business, finance, or related area from an accredited institution
  • At least 6 years of experience directly related to grants and contracts accounting and administration
  • At least 3 years of supervisory experience
  • Knowledge of and ability to interpret and apply Federal regulations, including Code of Federal Regulations, OMB Uniform Guidance Title 2:  Grants and Agreements, Federal Acquisition Regulations, sponsoring agency regulations and guidelines
  • Comprehensive knowledge of grants and contracts accounting principles, fund accounting and GAAP, grant and contract audit procedures, and indirect cost rate negotiation process
  • Transactional post-award research administration experience
  • Experience with policies and procedures development
  • Knowledge of project budgeting
  • Knowledge of billing and debt collection
  • Knowledge of financial administration of sponsored projects, including the single audit and internal control related to sponsored projects
  • Knowledge of sponsored projects regulatory compliance
  • Excellent oral and written communication, problem-solving, interpersonal, and collaboration skills
  • Demonstrated leadership in the field of grants and contracts and commitment to professional development; possess ability to supervise and direct staff
  • Experience with accounting and spreadsheet software, skilled in quantitative and qualitative data analysis, reporting, and database applications
  • Demonstrated ability prioritize and complete multiple tasks within time constraints
  • Ability to handle major responsibilities with minimal oversight and to responsibly handle commensurate decision-making
