Where You Will Work:

Located in Boulder, Colorado, University Corporation for Atmospheric Research (UCAR) serves and participates in a collaborative community of researchers and educators who are dedicated to understanding the atmosphere -- the air around us -- and the complex processes that make up the Earth system, from the ocean floor to the Sun’s core. UCAR manages the National Center for Atmospheric Research (NCAR) on behalf of the National Science Foundation and the university community.

What You Will Do:

This position is responsible for managing the UCAR Community Programs (UCP) proposal process to ensure that winning proposals are submitted to customers following all proposal required guidelines. Manages risk in proposal and award management in collaboration with UCP Directorate, NCAR Proposal Office, UCAR Contracts Office and UCP Program Directors. Expertly advises Principal Investigators (PIs) and administrative staff in compliance with all sponsor and UCAR requirements. This position has the authority and responsibility to review and approve UCAR core proposals and non-core proposals that meet UCP’s core mission and vision. Key contributor with a significant level of responsibility for planning, organizing, facilitating, and executing proposals. This is a matrix position that reports to the Contracts Director within the Office of the CFO with a dotted line to the UCP Assistant Director.

Responsibilities:

Proposal Management:

  • Responsible for overseeing complex statistical and funding analysis in proposal submissions.
  • Develops, interprets and implements proposal procedures and guidelines for UCP in coordination with NCAR and the Office of the CFO.
  • Coaches Principal Investigators and instructs administrative staff to ensure high-quality proposal preparation and federal agency compliance including but not limited to the National Science Foundation, National Oceanic and Atmospheric Administration, National Aeronautics and Space Administration, universities, foundations, foreign universities and government agencies.
  • Manages the UCP proposal development process in by assisting with the preparation of the proposal budget and review and approval of the text within the proposal up to $50M-
  • Reviews and approves all UCP proposals for submission including proposals for longer-term contracts, cooperative agreements, grants, continuations, supplements, and increments.
  • Work collaboratively with UCAR/NCAR proposal staff to ensure proposals meet the highest standards to ensure wins.
  • Work collaboratively with the UCP and UCAR business development office to ensure that proposals meet the scientific mission of the entire organization.
  • Manages the analysis of proposal data for key performance indicators.
  • Works with the Office of the CFO to review 5-year funding projections for the Audit and Finance Committee.
  • Reviews sponsor opportunities including complex Request for Proposals (RFPs) and makes decisions regarding UCAR’s eligibility. Provides UCP programs interpretation and guidance when responding to RFP. Submits notifications of potential funding opportunities to programs on a regular basis.
  • Serves as UCPs expert on the Proposal and Awards (PandA) system in coordination with the NCAR Proposal office and UCAR’s Office of the CFO.
  • Participates in institutional committees charged with improving and/or implementing proposal systems. 

Team Management:

  • Develops and maintains effective team processes for communication, constructive debate, conflict resolution, identifying innovation opportunities and joint problem solving.
  • Works collaboratively to develop consistent policies and procedures with the NCAR proposal office.
  • Liaison with the Assistant Director of UCP on all financial matters.

Leadership

  • Fosters an environment of teamwork, accuracy and excellence.
  • Facilitates regular training and workshops for all UCP PIs and administrators on proposal preparation, federal agencies requirements, and internal and external review and approval processes.

What You Need:

Education and Years of Experience:

  • Bachelor’s degree in relevant academic discipline; plus a minimum of 8 years of experience responding to federal and non-federal RFPs and other solicitations; or an equivalent combination of education and experience.
  • Desired: MBA

Knowledge, Skills, and Abilities:

  • Advanced skill in budget development and analysis, cost control and development of trend statistics.
  • Advanced experience with cost accounting practices and budget principles pertaining to non-profit research institutes.
  • Advanced knowledge of government and institution proposal requirements, policies and procedures such as NOAA, NSF, NASA, FAA, DOE, Universities, Foundations, and Foreign Universities and agencies.
  • Advanced knowledge of institutional and government electronic proposal submission tools such as Grants.gov, FastLane, NSPIRES, NOAA Grants Online.
  • Excellent analytical, interpersonal, communications and presentation skills.
  • Proven ability to achieve organizational goals; effective coaching/training skills.
  • Excellent written and oral communication skills with the ability to communicate with a wide range of people.
  • Expert knowledge in analyzing, understanding, responding to, federally issued Request for Proposals (RFPs).
  • Familiarity with large proposal construct.
  • Advanced expertise in providing leadership to others in the submission of proposals to federal and non-federal funding agencies
