Overview

SUMMARY The Project Manager Proposal/Business Development is responsible for the development, coordination, planning and successful submission of business and technical proposals for government and nongovernment contracts and grants in the Yale New Haven Health (YNHH) Center for Outcomes Research and Evaluation (CORE). Conducts outreach and research for new business opportunities, communicates with sponsors and contract officer representatives, interprets contract and grant requirements, and implements a time -driven multidisciplinary technical and business/financial team response to contract and grant opportunities. Effectively manages and coordinates technical and business proposal submissions using project management tools to ensure timelines are met and proposals are of high quality. Effectively communicates and facilitates amongst scientific and business /finance teams in a multidisciplinary matrixed environment. Continually seeks opportunities to increase customer satisfaction and improve quality and efficiency of business development processes. EEO/AA/Disability/Veteran. RESPONSIBILITIES 1. Development and Management of Contract and Grant Proposals: Ensures high quality and timely response to federal and non-federal contract and grant opportunities. Demonstrates thorough knowledge of the sponsors proposal requirements. Creates and executes detailed project work plans and revises as appropriate to meet changing needs and requirements. Identifies resources needed and assigns individual responsibilities. Manages day -to-day operational aspects of a proposal and scope requiring detailed coordination. Develops quality assurance procedures. Suggests areas for improvement in internal processes along with possible solutions. Complies with and helps to enforce standard policies and procedures. 2. Regulatory Adherence: Interprets and ensures adherence to requirements /regulations established by sponsors including federal agencies (e.g., Centers for Medicare and Medicaid Services, National Institutes of Health), Yale New Haven Hospital/Health, Yale University, and other agencies. Ensures compliance with data use agreements, conflict of interest, contractual, regulatory, and reporting requirements. 3. Writing and Analysis: Leads drafting and writing of substantive sections of the proposals. Develops templates, procedures and training to ensure high quality, standardized sections and responses to business proposals. Reviews proposals and awards for accuracy, quality and compliance. 4. Client/Sponsor Management: Manages day-to-day client interaction. Sets and manages client expectations. Communicates effectively with clients to identify needs and evaluate alternative business solutions. Continually seeks opportunities to increase customer satisfaction and deepen client relationships. 5. Communication: Facilitates team and client meetings effectively. Effectively communicates relevant project information to internal project team and external stakeholders. Delivers engaging, informative, well-organized presentations. Resolves and/or escalates issues in a timely fashion. Understands how to communicate difficult/sensitive information tactfully. 6. Finance/Business Proposal Development: Interprets finance/business requirements and works closely with finance and contracts/compliance teams to fulfill business proposal requirements. Participates in and facilities strategic planning efforts related to budget planning and analysis, payment of work, and other budgetary issues related to projects with a high degree of complexity. Researches and analyzes resource use and comparative data and makes recommendations to improve efficiency and cost pricing. 7. Business/Finance Tasks: Coordinates and communicates with new and existing subcontractors, including drafting subcontract agreements and requirements as well as coordination with the technical and business teams on scope of work, deliverables and compliance. 8. Business Development and Research: Conducts outreach and research for new business opportunities. Researches, monitors, and tracks potential opportunities using a variety of surveillance tools (e.g., via CMS, grants.gov, fedbizopps.gov, NIH, etc.), Informs, communicates, and helps guide leadership to decisions on whether to move forward on new potential opportunities. Introduces leadership to potential partners and facilitates nondisclosure and confidentiality agreements and teaming agreements with potential partners for new opportunities. 9. Advises on best practices in proposal development and participates in training and development of team members. Identifies opportunities for improvement and makes constructive suggestions for change. Manages the process of innovative change effectively. Remains on the forefront of emerging industry practices. 10. Teamwork: Motivates team to work together in the most efficient manner. Keeps track of lessons learned and shares those lessons with team members. Mitigates team conflict and communication problems. EDUCATION (number of years and type required to perform the position duties): Master's degree, preferably in business administration or finance. EXPERIENCE (number of years and type required to meet an acceptable level of performance): A minimum of 5 years of experience leading the submission of complex federal and non -federal contract and grant proposals in a healthcare area. SPECIAL SKILLS: Demonstrated ability to successfully lead, communicate and work effectively with multidisciplinary teams on government contract and grant proposal submissions, ensuring timelines are met and proposals are high quality. Demonstrated excellent written and verbal skills. Ability to work effectively with institutional leadership (partner and Yale/YNHH administrative leaders). Proven organizational skills, including the ability to organize and manage multiple project proposals and processes simultaneously. Strong project management skills and excellent ability to follow-through and facilitate different personnel. Ability to handle professional matters with a high degree of tact and confidentiality. Preferred: PMP certification or certification in proposal management. Demonstrated training and experience in Project Management and Proposal Management. Proficient in MS Project. ACCOUNTABILITY (how this position is held accountable for such as goals achievement, budget adherence, or other areas of accountability): Accountability for ensuring project deliverables are completed on time, of high quality, within budget and with high customer satisfaction. Successful submission of business proposals as demonstrated by obtaining awards and positive sponsor and internal customer feedback. Noted for exceptional team facilitation skills, organizational skills, and adept at navigating project issues with high degree of interpersonal skills. LICENSURE/CERTIFICATION: Project Management Professional (PMP) certification preferred.
